Water meters should be supplied with pre-programmed and mounted covers.
For remote readings and list of water meters and overlays in the .xls file attached to the given lot, if ordered The ordering party reserves the right to order water meters or overlays separately, according to the individual order.
Each water meter must be admitted to trading in accordance with the MID directive (PN-EN 14154) and the Regulation of the Minister of Economy on requirements to be met by water meters and the scope of checks performed during legal metrological control of these measuring instruments (OJ 2007.209 .1513).
Each water meter should have a body made of metal.
Every water meter shouldbe legalized in the year in which the order was placed.
The water meter's serial number must be permanently placed on the counter or on the housing.
All water meters must have a glass-copper counter, dry-running, hermetically sealed with IP68 protection degree.
All water meters must have the possibility of mounting the attachments for remote reading without the need for retrofitting, demontaż and re-legalization.
The connection of the water meter and the remote reading attachment must be carried out in a manner ensuring resistance to backflows and water meter fluctuation.
Water meters should be protected against external magnetic field.
For water meters fi 15 mm and fi 20 mm a guarantee is required for 5 years.
The Contractor will provide the National Institute of Hygiene Certificate dleaving it to be assembled.
On drinking water pipelines or equivalent document
Contractor will provide catalog sheets with technical description and material specification of the offered products. The contractor will provide free of charge tools necessary to carry out legal metrological activities on static water meters, that is their legalization and expert evaluation.
The contractor will provide accessthe amount of all elements needed to regenerate each water meter for the duration of the contract and a minimum of five years after it expires. In addition, during the term of the contract, the Contractor undertakes to sell to the Ordering Party the above-mentioned elements in accordance with the price list of spare parts included in the offer. The Contractor undertakes not to change the prices specified in this price list for the entire period of validityThe contractor will provide training for employees of MPWiK S.A. without separate remuneration in the scope of granting authorization for the regeneration of purchased water meters.
The Contractor will provide the Purchaser without separate remuneration with necessary tools.

As an attachment to the offer, please attach a list of all spare parts needed.it will legalize every water meter.
Other description of the order in the ToR.
For the order based on art. 22 ust. 1 p.p. Contractors who are not subject to exclusion based on the premises of art. 24 of the Act and meet the conditions for participation in the proceedings regarding technical or professional capacity.
To demonstrate the absence of grounds for exclusion from the award procedurethe orders and fulfillment of the conditions for participation in the tender procedure must be accompanied by a declaration, in the form of a Single European Order Document Form (EAT) valid at the date of submitting the offers. The information contained in the EED is a preliminary confirmation that the contractor is not subject to exclusion from the proceedings and meets the conditions for participation in the procedure. - Contractor whose offer has beenenion as the most advantageous, upon the request of the ordering party within the prescribed period, not shorter than 10 days, shall submit the following statements and documents (current as of the day of their submission):
1) information from the NQF in the scope specified in art. 24 sec. 1 items 13, 14 and 21 of the Act and, regarding convictions for a prison sentence, to the extent specified by the ordering party pursuant to art. 24 sec. 5 points 5 and 6act, issued no earlier than 6 months before the deadline for submitting bids;
2) a certificate from the competent US governor confirming that the contractor is not in default of paying taxes, issued not earlier than 3 months before the deadline for submission of bids, or other document confirming that the contractor has entered into an agreement with the competent tax authority regarding the repayment of these receivables;with possible interest or fines, in particular he obtained the legally required exemption, postponement or payment of overdue payments or suspension in full of the decision of the competent authority; - 3) certification of the relevant ZUS organizational unit or the Agricultural Social Insurance Fund or other document confirming that the contractor he is not in arrears with paying ssocial or health insurance boards, issued no earlier than 3 months before the deadline for submission of bids, or other document confirming that the contractor has concluded an agreement with the competent authority regarding repayment of these receivables, including any interest or fines, in particular obtained the legally required exemption, postponing or spreading overdue payments into installmentsor 4 suspension of the implementation of the decision of the competent authority,
4) extract from the relevant register or CEiDG, if separate provisions require entry in the register or records, in order to confirm the absence of grounds for exclusion under Art. 24 sec. 5 point 1 of the Act;
5) the Contractor's statement that he has not been the subject of a final court judgment or a final administrative decision on resignation frompayment of taxes, fees or social security or health insurance premiums or in the event of issuing such a verdict or decision documents confirming payment of such receivables with possible interest or fines or conclusion of a binding agreement regarding repayment of such receivables; 6) declaration of the contractor about the lack of a ruling regarding him as a preventive measureon the prohibition to apply for public orders;
7) to confirm the lack of grounds for excluding the contractor from the procedure referred to in art. 24 sec. 1 point 23 of the Act, the contractor, according to the content of art. 24 sec. 11 of the Act (within 3 days from the date of placing on the website of the information on the opening of tenders, ie information referred to in Article 86 (5) of the Act, on the website)y), declaration on belonging to or not belonging to the same capital group and, in the case of belonging to the same capital group, evidence confirming that connections with another contractor do not lead to distortion of competition in the proceedings - for contractors who jointly bid, documents referred to in items 1) -7) are required to be submitted by each of the contractorsjointly submitting an offer.

Based on Article. 24aa of the Act, the contracting authority will first evaluate the offers and then examine whether the contractor whose tender was rated as the most advantageous is not subject to exclusion (Article 24 paragraph 1 items 12-23 and selected grounds for exclusion from Article 24 paragraph 5 of the Act, indicated by the ordering party) and meets the conditions for participation in the proceedings, specified pby the orderer in SIWZ.
2. The ordering party shall call the contractor whose tender has been the highest rated, to submit within the prescribed, not shorter than 10 days, the current date as of the day of submitting declarations or documents confirming the circumstances referred to in art. 25 ust. 1 of the Act
