Implementation of educational measures accompanying distrfruit consumption (apples) for the 2019-2020 school year.

The main objective of the purchase of the services package is to raise awareness of the benefits of fruit consumption, to promote the nutritional benefits, in order to learn healthy habits.

The services package will have the following benchmarks:

- the transport / return of students and teachers whoI accompany them;

- the entrance ticket to the farm;

- the cost of the guide who carries out the presentation of the farm;

- the serving (tasting) on the farm visited by fresh fruits and vegetables, fresh natural juices, without the addition of sugar or sweeteners;

- book or atlas that promotes the objectives of the program raising awareness of preschoolers and students on healthy eating based onfruit consumption; learning and fixing healthy eating habits among children and preventing different health conditions; short and long-term increase in fruit and / or vegetable consumption in children`s diets; increasing the level of information on the types of local foodstuffs and on combating food waste granted to the students participating inorganization of visits.

The package will include the above benchmarks for each participating student.

The maximum estimated value of the contract is RON 827 731, 09 excluding VAT, as established by GD 559/2019, as well as by Law no. 5/2020 of the state budget for the year 2020, the price per participating student will be of maximum 67, 22 RON without VAT and 12 312 students will participate maximum.

The total number of the unitof the participating schools in the implementation of the educational measure with the nominal tables of the participating students and the accompanying teachers will be communicated by address by the Galaţi County School Inspectorate, after the service contract is signed.

The settlement will be made according to the maximum number of 12 312 students established.

The participants in the procedure will complete the DUAE, and the tenderer ranked first after applying the award criterion on the admissible tendersthey will prove the non-classification in the situations of exclusion, by presenting, at the request of the AC, as a rule the following information and documents:

- certifying certificates regarding the lack of debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation;

- the criminal record of the economic operator and al the members of the administrative, management or supervisory body of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document;

- as the case may be, documents proving that the economic operator can benefit from the derogations provided in art. 166 paragraph (2), art. 167 para. (2), art. 171 of Law 98/2016 on public procurement;

- other edifying documents, as the case may be.

Foreign legal / natural persons will present any edifying documents, issued by the competent authority of the country in which they are resident, by which to prove that - fulfilled the obligations to pay taxes, taxes and insurance contributionsto the component budgets of the consolidated general budget, in accordance with the legal provisions in force in the country of residence.

The documents will be presented in Romanian, with the mention "according to the original". be accompanied by an authorized translation.

1. The non-deposit of DUAE with the offer (including for the associate / third party supportstor), draws its rejection as unacceptable;

2. The following documents will be submitted, together with the DUAE: the firm commitment of the supporting third party from which results the effective way in which it will materialize its support, the subcontracting agreement and / or the association agreement, as the case may be. Failure to submit them together with the DUAE, constitutes the basis for requesting clarifications for the eventualdvertents of the form of the information included in the sections DUAE, both of the bidder / candidate, as well as of the subcontractor / third party supporter, this being necessary to ensure the proper conduct of the award procedure.

Certificate found by the Trade Register Office - economic operators submit an offer must prove a form of registrationre in the conditions of the law of the country of residence, to prove that the economic operator is legally constituted, that it is not in any of the situations of cancellation of the constitution, as well as the fact that it has the professional capacity to carry out the activities that are the object of the contract. which can be demonstrated to meet the requirement: the DUAE will be completed by the economic operators partiesparticipants in the award procedure with information related to their situation. The supporting documents proving the fulfillment of those assumed by completing the DUAE, respectively the certifying certificate issued by the ONRC or in the case of foreign bidders, equivalent documents issued in the country of residence, will be presented, at the request of the contracting authority, only by the bidder ranked on the locol I in the intermediate ranking drawn up at the end of the evaluation of the bids.

The requirement is applied also for subcontractors and / or third party supporters who complete the information related to their situation, at the level of a distinct DUAE. If it is found that the offers ranked on the first place have equal prices, AC will ask the respective bidders, for separation, a new prop. fundingciara, in a sealed envelope, in which case ctr. will be assigned to the bidder whose new prop. Finance. it has the lowest price;

2. Alternative offers are not accepted;

3. The bidders will specify in the technical proposal the information they consider confidential and which cannot be disclosed to third parties, mentioning the reasons why this information must be confidential.
