The subject of the orders are support services in the field of implemented standards and procedures for servicing a client in common courts :

The subject of the order is support services in the scope of implemented standards and proceduresin the public judiciary: - a) conducting workshops for management staff from a new communication and management model in the field of consumer service in public courts,

b) conducting workshops for employees serving clients with a new communication and management model in the area of consumer service in the general court, c) conducting a workshopin the case of the management of common courts with a new communication and management model in the area of customer service in general jurisdiction, - d) elaboration of e-learning training,

e) piloting of individual supervision,

f) development of an internet portal.

According to art. 93 par. 1a of the Public Procurement Law, the Orderer foresees the annulment of the subject proceedings for the award of an orderpublic due to the fact that the funds that the Employer intends to allocate to finance the order in question come partly from the budget of the European Union and may not be awarded to the Ordering Party

1. Contractors, who are not subject to exclusion and fulfill the conditions for participation in the procedure, may apply for the awarding of the order.

2. They can apply for the orderContractors who meet the technical or professional capacity requirements. The contractor will fulfill the condition if:

2.1. It will show that in the last 3 years before the deadline for submitting bids, and if the period of conducting business is shorter - in this period, he performed (ie he rendered, completed and completed), and in the case of periodic or continuous benefits (implemented), i.e. currently performs (provides, carries out) at least 2 services (realized on the basis of separate agreements), from which each service has organized and conducted workshops or trainings or courses in locations geographically dispersed in at least 8 voivodships (or equivalents of voivodships in the case of providing services outside of Poland), whereeach of these services was attended by at least 1, 000 people, including one of these services in addition to the provision of a restaurant service and hotel service with accommodation (minimum 1 night) for at least 600 people. In the case of services still being performed, the number of persons trained / benefiting from the restaurant service and the hotel service with accommodationm must refer to the part already completed and not the whole including the future unrealized range of services.

In the case of services still being performed, the Employer requires that the service in the scope of the condition be fully implemented.

2.2. The Contractor will present candidates for the following positions who meet the following requirements:

2.2.1 Role: Coach / ka for communication and customer service. The minimum numberstaff: 12. Minimum professional qualifications or education required: Holds a Master's degree in psychology or pedagogy or human resource management or social sciences or postgraduate education in the field of psychology or pedagogy or human resource management or social sciences and holds a diploma or a certificate of completion in stationary labsentee School of Trainers or a training course or pedagogical course. Minimal experience: In the last 3 years before the deadline for submission of offers, personally conducted at least 500 didactic hours (1 didactic hour = 45 minutes) of workshops or training or soft training and at least 200 didactic hours (1 didactic hour = 45 minutes) workshops or trainingsning or training in the service of the client.

2.2.2. Role: Legal coach. Minimum number of personnel: 9. Professional qualifications and education required: He has a master's degree in law and has an entry in the list of legal advisors or attorneys or foreign lawyers. Minimal experience: In the last 3 years prior to the deadline for the submission of offers carried out/ a personally at least 500 didactic hours (1 teaching hours = 45 minutes) workshops or training in legal subjects, in particular procedures in the field of civil, criminal, family and juvenile law, economic law, employment and social insurance.

2.2.3 Role: Coaches / ka on people with disabilities.staff: 9. Professional qualifications and education: Holds a Master's degree in pedagogy or psychology or psychotherapy or post-graduate education in the field of pedagogy or psychology or psychotherapy and has a diploma or a certificate of completion in a stationary or extramural course of the School of Trainers or a training course or a pedagogic course . MinimalExperience: In the last 3 years before the deadline for submission of offers, personally conducted at least 500 didactic hours (1 teaching hours = 45 minutes) of workshops or training in the service of a client with disabilities.

2.2.4. Role: The person indicated for the position of Supervisor. Minimum number of staff: 4. Professional qualifications and education required:higher master's thesis in the field of pedagogy or psychology or psychotherapy or therapy or post-graduate education in the field of pedagogy or psychology or psychotherapy or therapy and has a supervisor certificate or completed post-graduate studies in the field of supervision. Minimum experience: In the last 3 years before the deadline for submission of tenders, he / she carried out personally at least400 didactic hours (1 teaching hour = 45 minutes) supervision including at least 300 didactic hours (1 teaching hour = 45 minutes) of individual supervision.

2.2.5. Role: Person indicated for the position of Front End Developer. Minimum number of personnel: 1. Professional qualifications and education required: MCSD-certified The Microsoft Certified Solutions Developer or Equalor Microsoft Certified Application Developer (MCAD) or equivalent. Minimal experience: In the last 3 years before the deadline for submitting bids, he designed a minimum of two internet portals under two separate agreements, with the minimum value of each contract at least PLN 60, 000 gross.

2.2.6. Role: Person indicated for the position of Programmer / Database Developer. minimNumber of personnel: 1. Professional qualifications required and education: Certified * (MCDBA) Microsoft Certified Database Administrator or equivalent or Microsoft Certified Application Developer (MCAD) or equivalent. Minimal experience: In the last 3 years prior to the deadline for submitting bids, he has made software for a minimum of two internet portals within two separate onesw, where the minimum value of each of these contracts was at least PLN 60, 000 gross.

2.2.7. Role: A person indicated for the position of Grafik komputerowy / webmaster. The minimum number of personnel; 1. Minimal experience: In the last 3 years before the deadline for submitting bids, he / she made graphic designs of websites for a minimum of 2 Internet portals under two separate agreements, the minimum value of each of these contracts was at least PLN 60, 000 gross.

2.2.8 For workshops or training or soft trainings, the Employer will recognize workshops or training or training related to competences and psychosocial skills allowing for the easiness and freedom to function in professional life as well as private. The range includes personal skills, helpinge) overcoming stress, supporting self-motivation, self-presentation, communication, conflict resolution, creative thinking and interpersonal skills.

2.2.9 The Employer does not allow the School of Trainers or a training course or pedagogical course implemented in e-learning mode.

Continued in "Minimum level possibly required standards: "

1. The contractor is obliged dfor payment of a bid bond in the amount of PLN 80, 000.00 (in words: eighty thousand zlotys).

2. The contractor, before signing the contract, is obliged to provide a performance bond for the contract in the amount of 3% of the offer price.

3. The subject of the Agreement will be implemented until 18.12.2020, whereby:

1. implementation of the workshops indicated in point 1.1, 1.2 and 1.3 OPZ will take place by the end of the third quarter of 2020,

2. conducting all supervisory meetings will take place on 31.5.2020

3. implementation of all activities related to the implementation of the internet portal will take place on December 18, 2020. The term also includes the time necessary for the Ordering Party to collect this portal.

4. According to art. 93 par. 1a of the Public Procurement Law, the Orderer envisages annulment of the proceedingsfor granting a public order due to the fact that the funds that the Employer intends to allocate to finance the order in question come partly from the budget of the European Union and may not be awarded to the Employer.
