CPV Description: Time management and implementation of human resources management software, calculation of salaries and additional material incentives for the needs of Sofia Municipality The subject of the public procurement is the delivery of licenses and the implementation of a software for automation of the processes of human resources management in Sofia Municipality(approximately 1700 employees), including the remuneration for the different types of appointments in the municipality (under official employment relationship, additional service for vacant position, internal substitution, temporary reassignment in the same administration, under labor contract, including under Decree 66 and programs, employment contracts in the state administration, second employment contract, internal interoperability under Art. 259 of the Labor Code, assignment of work obligations for projects for the employees in the state / municipal administration under official and labor relations; civil contracts; missions, missions, etc.) and ensuring the security of personal data while observing the requirements of the law on protection of personal data. 2.5. Application Administrator: 1 (one) with higher education in the field of information technology, mathematics, computer science, technical sciences - electronics, automation, system engineering, communication and computer equipments or equivalent. the area of information technology related to administration of management applications-of human resources - participation as an expert / administrator of application in at least 2 projects / contract for development and / or implementation of software solutions for human resources management, incl. one of them, related to the specific requirements of the legislation (ЗДС, ЗПУО, ЗЗПКК, etc.)

2.6. Expert Database Administrator: 1 (one) with higher education in the field of information technologyand mathematics, computer science, technical sciences - electronics, automation, communication and computer equipment and, when acquired outside the country, in areas equivalent to the ones mentioned. database management or equivalent

Experience: minimum 3 years of professional experience in the field of information technologydesigning, developing and administering databases

- participation as an expert / administrator of databases in at least 2 projects for development of information systems and / or implementation of software solutions for human resources management, incl. one of them related to the specific requirements of the legislation (ЗДС, ЗПУО, ЗЗОКК, etc.)

3. Each participant has to apply a systembut for quality management, conforming to the standard BDS EN ISO 9001 or equivalent, with the scope of development and / or maintenance of software products and systems

In the cases of Art. 67, para. 5 and 6 of the Public Procurement Act shall be submitted: - under item 1, a list of the activities that are identical or similar to the subject of the public procurement, indicating the values, dates and recipients, together with proof of the accomplished untilrate

Under item 2, the list of the staff to be executed and the members of the management team indicating the education and qualification, professional competence and specific experience of the persons (if applicable)

As to item 3. copy of a valid Quality Management Certificate EN ISO 9001 or equivalent, with the scope of development and / or maintenance of software products and systems. For participantsin the procedure there should not be the grounds for elimination referred to in Art. 54, para. 1, item 1, item 2, item 3, item 4, item 5, item 6 and item 7 of the Public Procurement Act and Art. 55, para. 1, item 1 and item 4 of the Public Procurement Act. Participants should not be subject to the prohibitions in Art. 3, item 8 of the Economic and Financial Relations Law with companies registered in jurisdictions with preferential tax regime, the ones controlled by thempersons and their actual owners, as well as circumstances under Art. 69 of the Law on Counteracting Corruption and for Removal of Unlawfully Acquired Property. Related parties within the meaning of - 2, item 45 of the Supplementary Provisions of the Public Procurement Act may not be independent participants in the same procedure. The forecasted value is the maximum financial resource with whichthe depositor has at his disposal. A participant bidding an execution cost in excess of the estimated value will be removed from participation in the procedure.
