New telecom links of the North and East station network

The installation of the new telecoms links of the North and East stations network to the benefit of the Guiana Space Center (CSG), the spaceport of the Europe.
Main Site: Kourou (French Guyana).
The CSG wants to standardize the station network used for northern and fiabi trajectoriesLinking the network is.
The licensee shall provide all equipment, spare parts and accessories necessary for the implementation of the new VSAT links and will be responsible for their installation and commissioning on the following sites: Bermuda, Gatineau, Libreville, Ascension, Natal, Saint John, New Norcia, SNA, Kourou (KRU) and Toulouse.
List and short description of the conditi:
Each economic operator requesting to participate, within the framework of a group or not, produced in support of his request:
- a declaration on his honor to justify that the operator does not enter in any case prohibition mentioned in articles 45 and 46 of the order of 23.7.2015 and in particular that it is in compliance with Articles L. 5212-1 to L. 5212-11 of the Labor Code concerthe employment of handicapped workers, - all documents justifying the signing authority's authority to bind the operator, including, where applicable, extracting Kbis and the power of
information relating to the nationality of the operator
The operator gives a confidentiality commitment in support of his request. This document is accessible on https: //marches.cnes.fr. CNES acceptsequivalent certificates from bodies established in other Member States. When an economic operator does not have the possibility to obtain these certificates within fixed deadlines for reasons that are not attributable to it, CNES accepts other equivalent measures insofar as the economic operator concerned establishes that the proposed measures are equivalent.
List and descriptionSelection criteria: - statement concerning the overall turnover of the candidate and, where applicable, the turnover of the area of activity covered by the public contract, covering at most the past 3 financial years available depending on the date of creation of the undertaking or the beginning of the activity of the economic operator, insofarthese turnover figures are available, - balance sheets or extracts from the balance sheet, for the last 3 years, economic operators for whom the preparation of the balance sheets is obligatory by virtue of the law. The market to which the present call for competition will give place is excluded from the scope of order n 2015-899 of 23.7.2015 relating to public markets. This procedure isand a European consultation with publication on EMITS.
It includes:
Phase 1 - call for participation (this notice): economic operators submit their application to participate according to the terms and conditions of this notice.
Phase 2 - submission: the CNES addresses the competitive bidding file only to economic operators meeting the conditions for participation.The following are the following: - to be a national of a country contributing to the CSG program of the European Space Agency, - to have the ability to exercise professional activity, economic and financial capacity as well as technical and professional abilities.
The tendering procedure will specify in particular the conditions and modalities of receipt of tenders (tenders and candidatures).(es), the industrial organization (grouping, sole candidate, subcontractor), the selection criteria, the allocation criteria and their weighting, the options, the variants imposed, the origin of the sources of supply expected, the particular conditions of execution, particularly in the environmental, social and employment fields, as well as the conditions relating to the rights ofintellectual property and, where appropriate, those arising from the CNES / CSG status described in III.2.2.
A candidate will not be able to submit several offers acting both as an individual candidate and as a member of one or several groups, or as a member of several groups
