Modernization of steel piles of the Ore Pier in the Northern Port of Gdansk Part II

Reference Number: NPR / IUH / 2019/014

The subject of the order is Corrosion protection of 868 pieces of steel pipe piles in 10 sections of the Ore Pier (sections from M to Z of the dock leveler and supportsr 25 and 26 of the Transport Bridge part II) in the Northern Port.

Main Site: Port of Gdansk.

Detailed information about the subject of the order can be found in the Order Description (OPZ) in Annex No. 1 to the ToR.

1. The Contractors may apply for the award of the contract, who:

1.1. They are not subject to exclusion pursuant to art. 24 sec. 1 item 12-23 (subject to Article 133, paragraph 4), paragraphPzp.

In addition, the Employer foresees the exclusion of the Contractor based on Art. 24 sec. 5 points 1, 2, 4, 8 Public Procurement Laws

1.2. They meet the conditions for participation in the proceedings regarding: - (The Contracting Authority recommends that when submitting an offer, within the scope of participation conditions, the Contractor shall confine himself to completing the section α of part IV of the form EAT.)

1.2.1. competence or the right to conduct a specific oneprofessional activity, if it results from separate provisions.

The Ordering Party does not set a specific condition in this respect.

A detailed description of the conditions of participation in the procedure and the manner of confirming their fulfillment is contained in the ToR.

1. In the procedure for ordering communication between the Employer and Contractors is carried out using the miniPortal https://miniportal.uzp.gov.pl/, ePUAPhttps://epuap.gov.pl/wps/portal and e-mail.

2. The Contracting Authority informs that the transmission of documents referred to in - 3 para. 1 of the Ordinance of the Prime Minister of 27 June 2017 on the use of electronic communication media in public procurement proceedings and the sharing and storage of electronic documents (Journal of Laws of 2017, item 1320, as amended)Zn. zm.), ie submitting offers, is done using the miniPortal https://miniportal.uzp.gov.pl/, ePUAP https://epuap.gov.pl/wps/portal (via a dedicated form available on ePUAP and shared via miniPortal (Forms for communication → Form for submission, modification, withdrawal of an offer or application).

Detailed information on the manner and form of communication with Zapersons and submitting statements or documents are included in the ToR.

6. The Awarding Entity may evaluate offers on the terms specified in art. 24aa of the Public Procurement Law, ie first evaluate the offers, and then examine whether the Contractor whose offer has been evaluated as the most advantageous, is not subject to exclusion and meets the conditions for participation in the procedure reverse procedure. The offer must containburing statements and documents:

2.1 Completed Offer Form. The Contracting Authority recommends the use of the template constituting Annex 2 to the ToR,

2.2. A completed Price form. The Contracting Authority recommends the use of the template constituting Annex 2A to the Terms of Reference. Note: The price form is not subject to addition in accordance with art. 26 par. 3 Public Procurement Laws. An offer that will not contain the price formrejected in accordance with Article 89 paragraph 1 point 3 of the Public Procurement Law as an offer whose content does not correspond to the content of the ToR,

2.3. The statements of EED listed in Chapter VI, point 1 of these ToR,

2.4. Power of attorney in accordance with the provisions of ch. X point 1.9 of the Terms of Reference;

2.5. The obligation of a third party, if the Contractor relies on the resources of another entity in accordance with art. 22a of the Public Procurement Law,

2.6. Bid bond (proof of payment).

7. Within 3 days from the date of placing by the Employer of the information on the website referred to in Article. 86 par. 5 of the Public Procurement Law, each of the Contractors is obliged to provide the Employer with a declaration of the Contractor about the membership or absence of affiliation to the same capital group; in the case of affiliation to the same capital group, the Contractor may submit together with the statementdocuments or information confirming that connections with another Contractor do not lead to distortion of competition in the proceedings. The ordering party, before granting the order, will call the Contractor whose offer has been the highest rated, to submit in the prescribed, not shorter than 10 days, the current date as of the day of submitting statements or documents listed in Chapter VI point 8 of the SIWZ.
