The object of the contract is the creation of a technology platform and infrastructure to supportmodernization of the agricultural sector, which will address the problems of the current situation and will allow the provision of personalized environmental data and updates for open-field agricultural parcels, using modern information and communication technology. Essentially, this platform will be the central pillar for the implementation of digital policiesof transformation at Greek and European level, as detailed in paragraph 3 of Annex I of the Declaration. The project will cover all 13 GREECE regions. The subject of the contract is the creation of a technological platform and infrastructure to support the modernization of the agricultural sector, addresses the problems of the current situation and allows for the provision of customized environmental data and updates for open plots, utilizing modern IT and communications technology. In essence, this platform will be the central pillar for the implementation of digital transformation policies at Greek and European level, such asdescribed in paragraph 3 of Annex I of the Declaration.

Economic operators involved in the process of concluding this contract are required to engage in professional activity relevant to the subject matter of the project. Especially for economic operators established in Greece, they must be registered with the Chamber of Commerce or Industry or• Economic operators established in a Member State of the European Union are required to be registered in one of the professional or trade registers held in their State of establishment or to satisfy any other requirement set forth, in Appendix XI of Appendix A to Law 4412/2016.

In case of economyof entities established in a Member State of the European Economic Area (EEA) or in third countries that have acceded to the SSS. or in third countries not covered by the previous case and having concluded bilateral or multilateral agreements with the Union on public procurement procedures, are required to be registered in corresponding professional or trade registersp.2.2.4 of the Declaration).

The relevant requests for clarifications are submitted electronically, by 4.3.2019 and are answered, respectively, on the website of the competition through the web portal www.promitheus.gov.gr of ESH, According to paragraph 2.1.3 of the Declaration.

Economic operators may, with regard to the criteria of economic and financial capacity (paragraph2.2.5) and the technical and professional capacity (paragraph 2.2.6), rely on the capabilities of other entities, regardless of the legal nature of their links with them. In this case, they prove that they will have the necessary resources, by presenting the commitment of the bodies to whose capacity they are based.

Specifically, with regard to the professional criteriaqualifications related to the qualifications and professional qualifications set out in point f of Part II of Annex XII of Appendix A to Law 4412/2016 or to the relevant professional experience, economic operators may rely on competencies other operators only if the latter perform the work or services for which they are responsibleIn the case of economic operators relying on the capacities of other entities, regarding the criteria related to the economic and financial capacity required by the declaration, these economic operators and those on which they rely are jointly responsible for the implementation of the contract.

Under the same conditions, may be based on the abilities of the participants in the association or other entities.

The part of the work that may be subcontracted or outsourced may not exceed 20% of the total project budget, excluding VAT. As part of the project, it is indicative of the employment of executives, as members of the project team in the work of the project, as well as the supply ofarmaments, software and services, in accordance with paragraph 2.2.8 of the Declaration
