Implementation of an IT system to improve the capacity to publish acts of economic operators, to collaborate between employeesyou also have to ensure the security and monitoring of the integrated IT system that supports the public service delivery processes under the responsibility of the National Trade Register Office by providing implementation and commissioning services (analysis / design / development / testing / installation / configuration / training), delivery of HW infrastructure, software, according to the standardMain site: On the premises of ONRC, ORCT Bucharest and ORCT Brasov with the addresses provided in Annex 1 of the tender specifications

Implementation of a computer system for improving the publishing of the acts of economic operators, collaboration between employees and insurance security and monitoring of the integrated IT system that supports service delivery processes(analysis / design / development / testing / installation / configuration / training), delivery of hardware infrastructure (servers, racks, switches), storage equipment, etc.), software. Detailed information can be found in the specificationsformalities necessary to assess compliance with the above mentioned requirements:

Requirement no. 1: non-compliance with the situations provided in art. 164, 165 and 167 of Law 98/2016 on Public Procurement. The bidders / members of the association / subcontractors / third-party supporters must not find themselves in the situations provided for in art. 164, 165 and 167 of Law 98/2016 on Public Procurement. The way throughwhich can be demonstrated to meet the requirement: bidders / associate members / subcontractors / third-party supporters will complete DUAE with information related to their situation. Prior to the award of the contract, the AC will require the tenderer ranked first after application of the award criterion to submit updated supporting documents demonstrating that the criteria are met.in accordance with the information contained in the DUAE. The following supporting documents, valid (actual / real) will be requested / present at the moment of their submission:

1) Establishing certificates regarding the lack of overdue debts regarding the payment of taxes, contributions and contributions to the consolidated general budget (local budget, state budget etc.) at the time of presentation; 2) Cthe legal aide of the economic operator, namely the criminal record for each of the members of the administrative, management or supervisory body of that economic operator, namely persons who have the power of representation, decision or control in the latter, as it results from the certificate founder issued by the Ministry of Justice - Registry Office(3) Where appropriate, other documents by which the economic operator proves that he / she is in exceptional situations that do not lead to exclusion from the procedure provided for in art. 165 par. (3), art. 166, art. 167 paragraph (2), respectively art. 171 of Law 98/2016, as subsequently amended and supplemented; 4) Where appropriate, any other equivalent documentsente, according to the provisions of art. 168 par. (1) of the Law no. 98/2016, as amended and supplemented. In accordance with Art. 168 par. (3) of the Law no. 98/2016, with the subsequent amendments and completions, if in the country of origin or in the country where the economic operator is established no documents of the nature of the above or the respective ones are issuedcumente does not cover all the situations provided in art. 164, 165 and 167 of Law no. 98/2016, as subsequently amended and supplemented, a declaration on its own responsibility or, if there is no legal provision on the declaration on its own responsibility, a genuine declaration given to a notary, an administrative or judicial authority or a sooprofessional staff who have the skills to do so.

Requirement no. 2: tenderers, third parties and subcontractors must not find themselves in the situations provided for in art. 58 63 of the Law no. 98/2016. The ranking of the bids is determined by the decreasing ordering of the respective scores, the winning bid being the first one, respectively the one with the highest maximum total score as a result of applying the award criterion the best ratio aslity and price. Ranking of the first-ranked bids: if there are equal scores, the contracting authority will divide the winning bid by the highest bid based on the bid price. If and after this tie there is equality, they will be divided by the maximum score obtained on the technical solution capability criterion. If and afterthat there is equality, they will be separated from the maximum score obtained on the criterion - the professional experience of the staff. If and after this breakdown there is equality, they will be divided by the maximum score obtained by the criterion: demonstration of an appropriate methodology for the implementation of the contract. If equality persists, the Authority will ask the operatorseconomic companies are facing new financial proposals. During the re-enrollment process, the AC may request clarification of the bids received from the bidders, with disagreeable incidents. (1) of art. 136 of HG 395/2016.
