The contracting authority of this tendering is Regional ICT and Purchasing Services Center (RID) de Liemers.

RID De Liemers, the 4 Liemerse municipalities with around 78-500 residents, as of 1.1.2011, the legal entity, the Common Arrangement for Cooperation, established the Liemers. Within this collaboration, a number of core tasks are housed. One of these is the Regional ICT and Purchasing Services Center (RID). Another key task is the Regional Social Service (RSD). Both core tasks have taken the form of separate work organizations and are mandatedfor the implementation of the core tasks. The RID is the facilitated ICT and Purchasing Company of affiliated organizations and offers a complete portfolio of ICT and purchasing services, both at policy, management and project level. These services are based on technical and functional market standards. The RID started on 1.9.2011.
The municipalities of Zevenaar, Rijnwaarden, Westervoort, Duiven and-The Regional Social Service de Liemers, the Employers Service Center of Gelderland Midden (WGSP) and the Modular Common Scheme (Module of Social Purchasing Domain) (MGP) have held their ICT function at RID de Liemers. RID de Liemers will purchase software from all its listed organizations for the purpose of awarding a contract under this contract. The mentioned bodyisations then act as "end users" of the software. The contracting authority is looking for a contractor who acts as an intermediary / reseller to provide different standard software licenses from different software vendors.
Under standard software, 'shrink wrap' software, also known as 'commercial off the shelf' software, is used. It's about software not explicitly developed for and / or available to the client. Part of the assignment is to provide standard software licenses including related software agreements and related services.
Open source, free and shareware software must also be removed by the client under this framework agreement. In these cases there may be possibleThere is no licensing fee, but the other services must be delivered.
In order to achieve the objectives, the client is looking for a specialized market party with experience that can perform the three core tasks of this assignment:
1.The supplier of software licenses including (any) software agreements;
2.filland the reseller and advisory function;
3.The management of software licenses.
Each core task consists of standard service. This standard service must be executed throughout the term of the framework agreement within the fixed price agreements.
Additional services are only performed on request and on behalf of the client based on recalculation.
