CPV Description: (EESSI Electronic Exchange of Social Security Data)

The subject of the call is application support for the electronic exchange of social security data (EESSI) for end users in the relevant institutions, National applicationof the Social Insurance Company (hereinafter NASP). EESSI is required to introduce the Statutes of the European Economic Area and the Swiss Confederation by 3.7.2019 on the basis of Article 4 (2) of Regulation (EC) No. Commission Regulation (EC) No 987/2009 of 16.9.2009 laying down the procedure for implementing Regulation (EC) 883/2004 on the coordination of social security systems. This obligation is anchored for no timeDefinitely. Each of the accredited social security institutions resolves the National Application (NA) by their own means, apart from central state administration bodies, which administer special social security systems for particular categories of persons (eg soldiers, police officers, ...) who, due to the low number of submissions, plan to use for access to EESSI NASP, since process procedures are identicale. RINA (Reference Implementation of National Aplication) is a model developed and supported by the European Commission (EC), contains all EESSI processes (122) for member states (including all exchanged documents) that can be used as a whole or part of it for free Member State. NASP will use RIN's management and documentation in its capacity as described hereinand the RINA web portal is replaced by its own solution integrating with existing IS SP sections and reference registers, i.e., the Registry of Physical Persons (RFO), the Register of Legal Entities (RPO) and the Register of Addresses (RA). This will create a customized solution to the needs of the Social Insurance Company (SP) with the highest possible degree of automation. NASP will support automatic dockingspecific document circulars according to the requirements of material formulas and the automatic allocation of intelligent routing. A NASP solution will be developed for the execution of EESSI SP product matrices in the retirement and insurance premiums, unemployment insurance and claim recovery, and I will use the RINA application for my needs. National TimeNASP is the subject of this call, consisting of: (i) NASP application software implementation, (ii) NASP technical support and NASP maintenance for 60 months, and (iii) NASP development for 60 months. For a detailed definition of the subject of the contract, see Part B.1 and Part B.2 of these procurement documents, which are published in the profile of the contracting authority on www.uvo.gov.sk and on-portali www.evo.gov.sk.

List and brief description of the conditions: The applicant must meet the conditions for the personal status mentioned in - 32 par. 1 law. Documents and documents by means of which the applicant proves that he / she fulfills the terms and conditions of his / her personal status according to Article 32 of the Act:

1.1 The Applicant proves that he / she fulfills the conditions of the person's personal status under- 32 ods. 1 of the Act, in accordance with - 32 par. 2 of the Act or - 152 of the Law

1.2 In the case of a tenderer who makes a group of contractors involved in a public procurement, proof of compliance with the conditions of the individual's personal status for each member of the Group is required. The fulfillment of the condition of part-time according to - 32 par. 1 letter. e) the law proves a member of the group only in relation to that-parts of the subject of the order to be secured.

1.3 Documents and documents which the applicant demonstrates personal status must be submitted as original or their certified true copies

1.4 If the applicant has a place of business, or has his habitual residence outside the Slovak Republic and the statutes its offices, places of business or usual residence does not issue some of the documents mentioned in - 32 fromwith. 2. If the right of the applicant's status with a seat, place of business or habitual residence outside the territory of the Slovak Republic is not regulated by the Institute of Honorary Denunciation, it shall be possible to replace it by an affidavit, it can be replaced by pronouncements made before the law, the right organ, nby a professional body or by a commercial institution according to the rules in force in the state of establishment, place of business or usual residence of the applicant.

1.6 The contracting authority shall recognize the equivalent entry as entered in the list of economic entities pursuant to Article 152 of the Act or a certificate of registration issued by the competent body of another member state, by which the applicant or occupier demonstrates the fulfillment of the conditionnok učasti in public procurement. The contracting authority shall also accept an equivalent document submitted to the applicant or assignee. Entry in the list of entrepreneurs carried out under Act no. 25/2006 Coll. on Public Procurement and on Amendments to Certain Laws as amended by later regulations effective until 17 April 2016 is entered in the list of economic entities within the scope of recorded facts

1.7 Public-Provider is in the spotlight General Methodological Guideline no. 6/2016 Public Procurement Act of 12 August 2016 in relation to - 32 par. 1 letter. (a) the law relating to the submission of extracts from the criminal record as well as the person's rights.

Conditions for participation in public procurement pursuant to - 33 of the Act on Financial and Economic Status. The facilitator demonstrates economic and financial statuspursuant to - 33 of the Act: expressing a bank or a branch of a foreign bank or a foreign bank. More detailed information on the economic and financial status of the applicant is given in Part A.2 Conditions for the participation of tenderers in the tender documents, which are published in the profile of the contracting authority on the portal www.uvo.gov.sk and on the portal www.evo.gov.sk.

1 . Explanation to point II.2.7 Durationand contracts: the period of performance of the contract is 67 months, of which: I. stage within 1 month from the contract's validity, II. Stage up to 4 months after the end of stage I, III. stage up to 2 months after completion II. stages, technical support and maintenance of NASP development of the NASP for 60 months after the acceptance acceptance of the work delivered = total 67 months. Within the scope of this public tender, the provisions of - 66 par. 7 law, tthe public contracting authority shall carry out an assessment of the fulfillment of the conditions of participation in accordance with Article 40 of the Act after the evaluation of the tenders pursuant to Article 53 of the Act. The handler does not divide the documents into a separate section of the menu labeled Other and a separate section of the menu labeled Criteria, but submits all the documents together in one package. Public procurement is carried out through the portal www.evo.gov.sk (hereinafter len the EVO portal) within the scope and under the conditions set forth in the tender documentation. The Public Procurement Officer recommends that entrants be registered with EVO. This registration is associated with certain process terminations, so it is necessary to do so in good time. EVO registration can be realized by the interested person at least until the deadline for submission of tenders

6. Tenders, proposals and other documents and documents in public procurement shall be submitted in accordance with - 21 par. 6 law in the standard language. Where the document or document is drawn up in a foreign language, it shall be accompanied by its official translation into the authentic language; it does not pay foroffers, designs, documents and documents prepared in Czech. If there is a difference in their content, the referee is a tradable translation into a standard language. The public procurer reserves the right not to accept the bid of the bidder, which exceeds the estimated value of the order. The guarantor may provisionally replace the documents proving the fulfillment of the terms and conditions specified by the contracting authority for the single euro(hereinafter referred to as JED) pursuant to Section 39 of the Act. Public Procurer-declares that it restricts the information required for the conditions of part-time (concerning Part IV: Conditions of Part A to D JED) on 1 question with yes or no answer (alpha: Globalny for all conditions); j. whether the economic operators meet all the required conditions of the part without having to fill in the other parts of Part IV: Conditions for the single European document.-A bid of € 50, 000 is required. Detailed information on the composition of the security is given in the tender documents. The contracting authority may not enter into a contract with an applicant or tenderer who is required to register with the public sector partners and is not entered in the register of public sector partners or subcontractors or subcontractors under the law. 315/2016 Coll. on public sector partners' registers and on the amendment of certain laws which are required to be entered in the register of public sector partners and not to be entered in the register.
