In order to improve the resilience of its Datacom infrastructure, Elia (Critical Infrastructure Operator) is launching a call for tender for the acquisition of a satellite-based private communication system and related services ( SCPSS) to equip a site of type and more than 500 type sites and (ie fly-way) with VSAT terminals. This private communication system-satellite shall ensure the highest possible availability and quality of service for the SCADA and telephony sub-systems of ELIA.

The framework agreement of a duration of 15 years aimed by this call for tenders concerns the realization of works (design and dimensioning of the VSAT network, project management, training, installationequipment (VSAT equipment) and provision of services (satellite capacity lease, support and maintenance services for the entire installed system) as per the ELIA deployment plan.

The VSAT network design and sizing meet the functional and operational requirements of ELIA by proposing the ideal combination of VSAT equipmentthe most efficient and reliable satellite and the most successful satellite covering the entire Belgian territory.

The private satellite communication system will operate in standard KU band and will cover the needs for SCADA and telephony communication. 500 remote sites.

Proven experience in installing VSAT equipment under similar conditions.At ELIA, bidders are expected (the PSCSS satellite communication system will operate near high-voltage power lines, national and regional dispatching centers, high-voltage substations, etc.).

VSAT equipment acquired under this solicitation also includes a relevant number of-VSAT terminals of type (Fly-Away) which must be designed to operate in difficult environments and to respect some basic principles: fast and easy deployment, easily transportable and manipulated by a single operator (manpack, rigid transport case, ...), a compact and robust design that has no loose cable and incorporates a manual pointing assist.

The (s)The satellite (s) ideal for this satellite-based private communication system must be capable of ensuring the highest possible availability of service and of meeting the highest possible security standards, taking into account account of the nature of the activities and requirements of Elia for this satellite communication system (ie communication and protection of infrastruccritical situation). All works, materials and services must be in contrasts and in accordance with Elia's standards and practices regarding cyber security.

The Respondent must request, complete and submit for the closing date (see IV.2.2) the Preselection Questionnaire Prequalification Questionnaire (PQQ) with the most recent data available with the required documents.

The Applicant must request access to the Ariba platform used for this pre-qualification phase by sending an e-mail to the responsible buyer (see I.1) with:
