Mobile Satellite Services.
In order to continue operation and expand the use of Mobile Satellite Services (MSS), DALO intends to purchase terminals and subscriptions to support personal communication needs for the Danish Defence. The framework agreement also contains accessories, spare parts, services as help desk, repair function and training. The communication is call based as well as data traffic. It is foreen that the data based communication will increase going forward as the satellite operators plan to expand the communication and data capacity substantially within the period of the framework agreement. The subscriptions must support different use patterns and the terminals will mainly be used as back-up or for emergency services. Therefore the volumen of the traffic (voice and/or data) is low. The service shall as well support intense traffic in remote areas with weak infrastructure, including the arctic area.

The terminals can be personal wearable phones with small weight and long battery time as well as fixed mounted terminals for i.e. navy vessels. The satellite connection may also be in the form of a communication hub, connecting to other devices like smart phones or computers. The satcom device may also be connected to a VHF or UHF tactical radio to extend the range via a commercial satellite connection. The supplier shall be able to manage subscriptions with short activation and de-activaion time. It shall be possible for designated people from Danish Defence to monitor voice and data traffic for individual subscriptions and to introduce limits for traffic with alarm settings. The management service may be web based and shall be avalable 24 hours a day, 7 days a week. The management service shall include information for the operational status of the satellite communication service. Due to the nature of satellite based communication, the subscription and capacity requirements will be different for the low orbit satcom compared to the geostationary satcom.
The terminals and subscriptions described in this tender are to be used in both International Operations (INTOPS) as well as National Operations (NATOPS). The use patterns various from low planned traffic to intense traffic for both voice based communication and data communication.
Voice based communication and data communication shall be routed to the Danish Defence internal communication network through dedicated connections and should, where possible, not be routed via the Public Switched Telephone Network (PSTN). In this setup a simpler control of cost and quality may be achieved. The access point for the satellite operator connection to the dedicated connection shall be located in a NATO country.
Following catagories is part of the framework agreement;
— Products: Terminals, SIM-cards, devices, accessories and spare parts for new and for existing equipment.
— Subscriptions: Voice and data subscriptions, subscription management tool and satellite tracker management tool.
— Services: Help desk, repair function and training.
In accordance with the Danish Act on Public Procurement (act no. 1564 of 15.12.2015 — available at www.retsinformation.dk ) § 148 DALO must demand that the candidate completes the European Single Procurement Document as preliminary evidence in replacement of certificates issued by public authorities or third parties confirming that the candidate fulfils the requirements listed in § 148(1) of the said Act. The candidates must use the electronic version of the European Single Procurement Document (eESPD) available at
https://ec.europa.eu/growth/tools-databases/espd/welcome. On this website the xml-file available at the URL adress in section I.3) must be imported and completed. No other versions of the European Single Procurement Document than the eESPD should be used.
A candidate participating alone and who does not rely on the capacity of other entities to fulfil the criteria for choosing the limited number of candiadates shall only complete one European Single Procurement Document.
Please note that in relation to section III.1.2 and III.1.3, a candidate may rely on the capacities of other entities (eg. a parent or sister company or a subsupplier), regardless of the legal nature of the links between them. In this case, the candidate shall ensure that DALO receives his own European Single Procurement Document together with a separate European Single Procurement Document with the relevant information for each of the entities that the candidate relies on. Additionally, where the candidate wants to rely on the capacities of other entities, the candidate shall prove to DALO that it will have at its disposal the resources necessary, for example, by producing a commitment or other documentation from those entities confirming their legal obligation to provide the necessary resources for the duration of the contract, eg. by completing the form for submission of commitment which is available at http://permalink.mercell.com/65148427.aspx. The form for submission of commitment and the letter(s) of comfort herein must be completed in addition to the European Single Procurement Document. DALO strongly encourages the candidates/tenderers to use this form when submitting their applications/offers. However, it is emphasized that it is the sole responsibility of the candidate that the information provided fulfils the requirements.
Non-compliance with formal requirements:
DALO reserves the right — but is not obliged — to use the remedies provided for in Section 159(5) of the the Danish Act on Public Procurement (act no. 1564 of 15.12.2015 — available at www.retsinformation.dk ) if applications or offers do not fulfil the formalities of the tender documents.
