Rehabilitation of Runway and Associated Works (LUX/ELLX)

Rehabilitation of Runway 06-24 and Associated Works (LUX/ELLX), to be delivered before the end of 2022. A significant amount of construction work must be executed during nightly closure windows, as there is no alternative to this single runway at Luxembourg Airport. The operational continuity of the runway outside of nightly closure windows must be preserved at all times during the project. The rehabilitation work includes civil works and electrical works for the runway itself and the taxiway connections, as well as a replacement of the storm water drainage system and improvement of the runway graded strip and RESA. The runway requires multiple pavement overlay with the number of pavement layers dependent on local conditions on discretely different sections of existing pavement. In addition, the rehabilitation work includes the reconstruction of taxiway India connecting the runway with the maintenance apron PAPA 8.
Lux-Airport has a single runway with a current width of 60 meters and a length of 4 000 meters. Lux-Airport has been certified in accordance with EASA requirements since December 2017. The airport is the home base of Luxair, Luxair Tours, Cargolux and Luxembourg Air Rescue. The airport is closed between 23.00 and 6.00 (local time), with certain exceptions. This runway was built and gradually extended over the past decades. Given the increase in traffic volume and the use of more demanding aircraft, the runway must be rehabilitated. The intended result is a fully rehabilitated runway, delivered before the end of 2022. The rehabilitation work includes civil works and electrical works for the runway itself and the taxiway connections, as well as a replacement of the storm water drainage system and improvement of the runway graded strip and RESA. It should be noted that the runway requires multiple pavement overlay with the number of pavement layers dependent on local conditions on discretely different sections of existing pavement. In addition, the rehabilitation work includes the reconstruction of taxiway India connecting the runway with the maintenance apron PAPA 8. The runway is equipped with a Category II/III Instrument Landing System (ILS) and visual aids, allowing airport operations to continue during periods of low visibility under low visibility procedures (LVP). A significant amount of construction work must be executed during nightly closure windows, as there is no alternative to the single runway in the Grand Duchy of Luxembourg. The operational continuity of the runway outside of nightly closure windows must be preserved at all times during the project. Thus, a large number of phasing steps shall be required and the awarded contractor must take precautions not to disturb safe, secure and proper functioning of airport operations. High standards of safety and quality must be met. The lux-Airport policy in this regard can be summarized as on-time delivery with `no accidents, no incidents`. Given the project complexity, lux-Airport is explicitly looking for a performance-based contractor with an obvious ability to plan, organize and deliver the project successfully. Please be aware that the scope of contract includes maintenance services of the entire runway pavement and drainage system, whether already refurbished or not, over the duration of the construction works. When delivering the rehabilitated runway, lux-Airport wants the contractor to fulfil the following objectives:
1) an optimum healthy, safe and secure environment at and around the project site must be ensured for those who might be affected (residents, employees, aviation activities);
2) avoid any unscheduled impact on airport operational continuity (keep to the agreed schedule);
3) deliver a high quality, low maintenance runway by implementing international best practice and meeting all applicable rules and regulations;
4) optimize the execution schedule in relation to impact on airport operational continuity and completion date; and
5) prevent environmental impact where practicable (water, construction waste, noise, materials used, emissions). Further details regarding the execution phase constituted by the mobilization step, the construction step and demobilization step are provided in the RFQ documentation made available to all participants. The RFP documentation provides a detailed description of the requirements and scope, including technical data of the airport, but shall only be made available to qualified tenderers due to general airport security requirements. The contract shall be awarded based on the FIDIC template `Conditions of Contract for Construction` (Second Edition, 2017 Red Book), adapted according to the specificities of Luxembourg Law and the needs of this specific tender.
Along with their application, the tenderer provides a signed ESPD (European Single Procurement Document) as statement on oath that they are not excluded from the tender. The application is further detailed in the RFQ document along with a checklist under appendix A3 of documents to be submitted.
The minimum requirements for application are specified in the RFQ document. The RFQ documents for the submission of the applications shall be downloaded from the Luxembourgish public procurement portal by searching for the above mentioned tender on their official site (https://pmp.b2g.etat.lu/) in accordance with the Luxembourg law dated 8 April 2018 on public procurement.
