As part of the UeLS-CH UT II program, lot 131:

These systems are:

- scalable and easily expandable to all national roads (RN) UTII,

- designed for high speed RN operation ( 100, 000 vehicles / day),

- incorporating hot software redundancy,

- migrated to a network under operation.

The main services include in particular:

- analysis, design, development, works, tests, commissioning,

- supply of hardware and related documentation including all software source codes,

- coordination with project management.

The estimated characteristics of the systems are:

- data points / - 10 000 for rVL and / - 2 000 by AS S / VL,

- synoptics / - 50 for rVL and / - 15 per AS S / VL,

- HTML5 GUI,

- Native OPC-UA, including for AS automata,

- computer systems (rVL) and automata (AS S / VL) each based on a software product standard of the market.The following estimates / confirmations must be submitted at the same time as the request to participate unless otherwise specified; failing this, the request to participate will not be examined. Tenderers are requested to use the participation request booklet supplied with the tender documents to order the evidence.

—Q1 technical capacity

—— Q1.1 reference of the tenderer

——— Reference 1: reference of a project of comparable complexity, already carried out in the field.

The technical capacities must be justified by a significant reference which must include / understand the design and the development of such a system composed IT and PLC architecture. The tenderer must provide evidence of at least equivalent experience. The reference must indicate:

———— the size of the works,

———— the number of supervised equipment,

———— the number of data points,

——— Reference 2: reference of a project to deploy a management system on the basis of a hot redundant solution (this reference may be the same as reference 1). In addition to the description, it will be indicated:

———— the dates,

———— the amount of the trdownstream,

———— the name of the contracting authority,

———— the size of the works,

———— the number of supervised equipment,

———— the number of data points.

For work carried out in consortium, the company indicates the nature of the tasks carried out by it and the percentage share of its services, on all the work. The company indicates the reference work carried out in subcontractingnce.

The contact person for the reference given by the tenderer must be a person capable of being contacted.

This information must be inserted in the tenderer`s participation request booklet tab Q1.1a and Q1.1b.

—— Q1.2 Subcontracting: a maximum of 30% of the service can be provided by subcontracting. This information must be inserted in the notebook of drequest for participation of the tenderer tab Q1.2,

—— Q2.1 turnover: the annual turnover of the tenderer must be greater than CHF 5, 000, 000,

—— Q3.1 reference of the key person. References of key persons (*) relating to a project of comparable complexity already carried out within the framework of the same function or an alternate function ins the same specialized area indicating the period, the overall investment of the project, the work carried out and the contact person (contracting authority) authorized to provide information.

This information must be inserted in the tenderer`s participation request book tab Q.3.1.

—— Q3.2 availability. Proof that the availability of key people (*) is greater than the availabilityonibilite necessary during the duration of the project. Detailed enumeration and description of the load over time within the company and of the other projects, with commitment of the tenderer on the effective availability of key people for this contract.

Important note: taking into account the workload necessary, the key person can only be proposed for a single lotamong lots 130, 131, 132, 133, 134 of project N99.99 170041 - BSA UeLS UT II. In the case where a tenderer offers the same key person on more than one lot, this tenderer will be excluded for lack of availability of the key person on all lots whose number is higher than the first lot number on which he has submitted an offer, and this in the numerical order of the batches.

This information dmust be inserted in the tenderer`s participation request book tab Q3.2.

(*) As the key person is considered the person who will perform the function of technical manager of traffic management system.

The technical manager of traffic management system is in charge of:

- privileged interlocutor with the APR for the technical part,

- management and coordination of studiesfunctional and conceptual,

- coordination of development, platform and site tests,

- organization and planning of failover phases and commissioning under operation.

Partial offers are not accepted. Conditions for countries which have not acceded to the WTO agreements: none. General conditions: according to the draft contract foreseen. The cont projectrat will only be delivered in the second phase of the procedure. Negotiations: are reserved. Conditions governing the procedure: the contracting authority awards public contracts for services in Switzerland only to contractors who guarantee compliance with the provisions on worker protection, working conditions and equal pay for men and women.

- 4) adjudication of services. The contractor has no right to a full auction of the services put up for tender;

Closing time for submission of offers / comments: complete file on paper (2 copies) and digital on 2 USB keys in a sealed envelope with the official project number / title with the mention. In the case of postal delivery (at least in A mail), the postage stamp or barcode of the Swiss post office or officially recognized foreign post office determines whether the delivery deadline is respected (postage made by companies is not considered as a postage stamp). Bidders simply receive an acknowledgment of receipt of their request to participate. In the event of personal delivery, therequest for participation must be deposited at the lodge of FEDRO, subsidiary of Estavayer-le-Lac, at the latest within the time indicated above, during opening hours (hours: 8:00 - 12:00 and 13:30 - 17:00), against delivery of an acknowledgment of receipt (address in point 1.2). Requests to participate received by fax or email will not be considered. In all cases, it is the responsibility of thetenderer to provide proof that he has submitted his request to participate within the time limits. Requests to participate submitted outside the deadline cannot be taken into consideration and are returned to the sender without having been opened.

Comments (deadline for asking questions in writing) Questions for the first phase (pre qualification) must be formulated wayAnonymous on the SIMAP forum (www.simap.ch) of the submission concerned between 21.2.2020 and 2.3.2020. Answers will be given exclusively through this same platform until 9.3.2020. Downloading replies is the sole responsibility of the tenderers. No warning will be sent. Questions received outside the deadline will not be dealt with.
