As part of the UeLS-CH UT II program, lot 133:

Main Site: Works: Geneva (N01 and N01a) PTO platform at the Confignon site installation area. Sessions:

As part of the UeLS-CH UT II program, lot 133, thisinfrastructure and these systems are:

- scalable and easily expandable to all national roads (RN) UT II;

- designed for the operation of high speed national roads ( 100, 000 vehicles / day);

- migrated to a network under operation.

The main services include in particular:

- analysis, design, development, works, tests, commissioning;

- supply of the materiel and related documentation including all software source codes;

- coordination with project management;

- provision of the infrastructure and assistance necessary for other interface batches.

The estimated characteristics of the systems are :

- virtualized machines / - 200;

- virtual networks / - 3.

The following attestations / confirmations must be filedat the same time as the request to participate unless otherwise specified; failing this, the request to participate will not be examined. Tenderers are requested to use the participation request booklet supplied with the tender documents to order the evidence.

- Q1 technical capacity:

—— Q1.1 Tenderer`s reference:

——— reference 1: reference d`a project of comparable complexity, already carried out in the field. The technical capacities must be justified by a significant reference which must include the design and the implementation of such a system. The tenderer must provide evidence of at least equivalent experience. The reference must indicate:

- the field of application,

- the number of virtualized machines,

- the numbervirtualized networks.

In addition to the description, it will be indicated:

- the dates,

- the amount of work,

- the name of the client.

For work carried out in consortium, the company indicates the nature tasks performed by him and the percentage share of his services, on all of the work. The company indicates the reference work carried out in subcontracting. The personof contact of the reference given by the tenderer must be a person capable of being contacted. This information must be inserted in the bidder`s request for participation tab Q1.1;

—— Q1.2 subcontracting, a maximum of 30% of the service can be provided by subcontracting. This information must be inserted in the participation request book of thetenderer tab Q1.2.

- Q2 economic and financial capacity:

—— Q2.1 turnover, the tenderer`s annual turnover must be greater than 5 000 000 CHF;

—— Q2.2 documents a submit, documents to be submitted with the request to participate:

——— voluntary declaration by the tenderer (signed),

——— extract (s) from the commercial register or, for companies having their registered officeage abroad, similar certificate (s) (less than 3 months old relative to the deadline for submitting the request to participate).

- Q3 key persons:

—— Q3.1 references of key persons. References of key persons (*) relating to a project of comparable complexity already carried out within the framework of the same function or an alternate function in the same specialized field indicatingthe period, the overall investment of the project, the work carried out and the contact person (Client) authorized to provide information.

This information must be inserted in the tenderer`s participation request booklet tab Q.3.1a and Q.3.1b;

—— Q3.2 Availability. Evidence that the availability of key people (*) is greater than the availability required duringthe duration of the project. Detailed enumeration and description of the load over time within the company and other projects, with the tenderer`s commitment to the effective availability of key people for this contract. Important note: given the workload required, the key person can only be proposed for a single lot from lots 130, 131, 132, 133, 134 of project N99.99 170041 - BSA UeLS UT II. In the case where a tenderer offers the same key person on more than one lot, this tenderer will be excluded for lack of availability of the key person on all lots whose number is higher than the first lot number on which he has submitted an offer., and this in the numerical order of the batches. This information should be inserted in theBidder`s participation request booklet tab Q3.2.

(*) As persons considered, the people who will perform the functions of: DataCenter Architect (certified on the hyperconverged virtual infrastructure system offered by the bidder) and System Architect of operation (certified on the operating system offered by the tenderer).

The architect DataCenter is in charge of the design and implementation of the hyperconverged virtual infrastructure project.

The operating system architect is in charge of the design and implementation of the IT system project. Its reference must indicate the functions exercised among those expected (domain management, SSO system, IAM certificate management, IT security).

Partial offers are notadmitted. Conditions for countries which have not acceded to the WTO agreements: none. General conditions: according to the planned contract. The draft contract will only be submitted in the second phase of the procedure. Negotiations: are reserved. Conditions governing the procedure: the contracting authority awards public contracts for services in Switzerland only to contractorswhich guarantee compliance with the provisions on worker protection, working conditions and equal pay for men and women.
