Participants should hold a valid license from the Nuclear Regulatory Agency (NRA) forand activities with sources of ionizing radiation - The requirement applies to equipment with a source of ionizing radiation (SIR) - If applicable, the participant declares in its case the compliance with the selection criterion declared in part IV, letter "A" by filling in the document data, certifying his / her right to perform the offered service, and shall indicate a public register containing the data of the issuedTo demonstrate compliance with the above requirement, participants should submit relevant documents based on Art. 67, para. 5 and Art. 112, para. 1, item 2 of the Public Procurement Act (during the procedure at the request of the contracting authority and prior to the conclusion of the contract)

The contracting authority does not have requirements for the economic and financial standing of the participants.• A participant in the procurement procedure may be any Bulgarian or foreign natural or legal person or their associations as well as any other entity entitled to perform the service in accordance with the law of the country in which it is established. "The law of thethe contracting entity is established in accordance with - 2 (15) of the Additional Provisions of the PPL.

The Contracting Authority shall not provide for the establishment of a legal entity where the participant designated as a contractor is a grouping of physical and / or legal entities.

A participant can not be removed from the public procurement procedure on the grounds of his / her status or legal status.in the form in which he or the members of the grouping are entitled to provide the relevant service in the Member State in which they are established. 101, para. 11 of the Public Procurement Act in connection with - 2, item 45 of the Supplementary Provisions of the Public Procurement Act and in connection with Art. 101, para. 13 of the Public Procurement Act - Direct and / or indirect companies registered in jurisdictions with preferentialtax regime and the persons controlled by them under Art. 3, item 8 and Art. (4) of the Economic and Financial Relations Act with the companies registered in preferential tax jurisdictions, the persons controlled by them and their real owners (ЗИФОДРУПДРКЛТДС).

In the procedure can not participate persons, for whom there are circumstances under art. 69 of the Corrosion Lawand the seizure of the illicitly acquired property (PKONPI). The Contracting Authority shall remove from participation in a participant procedure for which there are grounds under Art. 54, para. 1 of the Public Procurement Act

When submitting the tender, the above circumstances are declared in Part III, Section D, "Specific national grounds for exclusion", of the eEEDOP (Electronic Single European Public Procurement Document).the actors are obliged in the course of the procedure to notify in writing the assignor of all the changes in the circumstances under Art. 54, para. 1, items 1-7 and Art. 101, para. 11 of the Public Procurement Act, Art. 3, item 8 and Art. 4 of ЗИФОДРУПДРКЛТДС and Art. 69 of the ARPOPS within three days of their occurrence. Declaring personal status.

1. When submitting a bid, the participants declare the lack of reasonsto remove and comply with the selection criteria by submitting a single European Procurement Document (EEDOP), based on a template of the European Commission. Where a participant has indicated that it will use the capacity of third parties to demonstrate compliance with the selection criteria or that it will use subcontractors, each of these persons shall be provided with a separate EEDOP containing informationunder paragraph 1.

In the case of unions which are not legal entities, compliance with the selection criteria shall be proved in accordance with Art. 59, para. 6 of the Public Procurement Act.

The Contracting Authority shall require the designated contractor to provide a guarantee to ensure the performance of the contract. The performance guarantee should be 5 (five) percent of the value of the public procurement contract excluding VAT.leave in one of the following forms:

a). cash amount;

(b). bank guarantee; insurance that ensures performance by covering the contractor`s liability. "A" and "b" may be provided on behalf of the contractor for the account of a third person - guarantor - the participant designated as contractor chooses the form of the performance guarantee itself
