Disposal, Destruction and Recycling of Waste (Seized Goods)

Border Force is a law enforcement command within the Home Office (the `Authority`). The Authority secures the UK border by carrying out immigration and customs controls for people and goods entering the UK and, in the course of its operations, it may detain or seize goods and vehicles which will require disposal, destruction or recycling. The Authority is seeking a managed service provider or a prime contractor who will provide a flexible, secure, efficient, auditable end-to-end disposal service for seized goods and act as a single point of contact for the Authority to deal with. In handling the seized goods; the contractor will be required to provide secure facilities and procedures, prevent loss, maintain an accurate audit trail of all its activities, ensure that the chain of evidence is maintained, provide destruction certificates, provide value for money and comply with indicative holding timelines.

Border Force is a law enforcement command within the Home Office (the `Authority`). The Authority secures the UK border by carrying out immigration and customs controls for people and goods entering the UK and its priorities are to:

— deter and prevent individuals and goods that would harm the national interests from entering the United Kingdom (UK),

— facilitate the legitimate movement of individuals and trade to and from the UK,

— protect and collect customs revenues for trade crossing the border,

— provide excellent service to customers, and

— provide demonstrable effectiveness, efficiency and value for money.

The Authority detains or seizes goods and vehicles at the border which are sometimes adopted for onward investigation by Her Majesty`s Revenue and Customs (HMRC), National Crime Agency (NCA) or Immigration Enforcement (IE) under the appropriate legislation. HMRC, NCA and IE also detain/seize goods through their inland operations which shall require disposal, destruction or recycling. The Authority is seeking a managed service provider or a prime contractor who will provide a flexible, secure, efficient, auditable end-to-end disposal service for seized goods and act as a single point of contact for the Authority to deal with. In handling the seized goods, the contractor will be required to provide secure facilities and procedures; prevent loss; maintain an accurate audit trail of all its activities; ensure that the chain of evidence is maintained; provide destruction certificates; provide value for money and comply with indicative holding timelines. High temperature incineration of drugs and shredding facilities for tobacco will be required. The Authority may consider alternative disposal methods not currently utilised for seized goods such as `Waste to Energy` or `Anaerobic Digestion`. Income generation from disposals through recycling of seized goods will be expected.

Seized goods will include:

— drugs banned by the UK Government under the misuse of drugs act, the medicines act and the psychoactive substances act,

— controlled medicine and drugs including stereoisomeric forms or salts thereof,

— offensive weapons (including knuckle dusters, knives, stun guns, taser guns),

— radioactive materials,

— firearms (including ammunition),

— khat,

— tobacco,

— alcohol,

— products of animal origin (POAO)/plant-based goods (PBG),

— nitrous oxide and aerosols,

— perfume and cosmetics,

— counterfeit goods (including footwear, clothing, batteries and other goods),

— cover load goods (including furniture, textiles, stationery, building materials),

— packaging materials,

— CITES (Convention on International Trade in Endangered Species of Wild Fauna and Flora) Goods, and

— fuels.

Indicative quantities of seized goods for disposal by Home Office based on historic activity are:

— non-hazardous,

— 2 900 tonnes seized goods 4 100 000 litres seized alcohol Hazardous,

— 990 tonnes seized goods 4 200 000 litres seized alcohol drugs,

— 54 tonnes seized drugs.

These volumes cannot be guaranteed but provide an historical indication as volume depends upon the output of law enforcement activity and legal court cases as to when items become ready for disposal.
