City closure Center Heerlen and Heerlerheide

Objective Access to license plates in the Heerlen city centers andHeerlerheide.

The municipality of Heerlen is investing in a hospitable city. Part of this is that certain areas in Heerlen Center and the Heerlerheide shopping center are car-free. In concrete terms, this means that motorized traffic during set window times may enter the area. Outside the opening times, motorized traffic is only permitted to enter the area if they arehave an exemption.

In recent years, the municipality of Heerlen has experienced that relatively much motorized traffic still runs in the pedestrian area outside the set window times, including trucks, cars, motorbikes, mustache and mopeds. This happens despite the fact that there are signs at different places and that the area is physically closed with an electronically operated bollards and manually operated posts. Motorized traffic outside the opening hours detracts from the living climate and quality of life in the closed areas and is therefore undesirable. In addition, the observation is that the current system is outdated and relatively expensive to maintain.

The B&W College therefore decided on 28.11.2018 in Heerlen center and the Heerlerheide shopping centerto introduce a license plate access system.

The decision implies that the existing physical closure system will be replaced by a license plate access system. The exception is that in Heerlen Centrum, as is now the case, the electronically controlled bollards around Pancratiusplein and Wilhelminaplein are retained. Now people with an exemption serve the bollard with a dadsje. In the new situation, the license plates of people with an exemption are registered in a digital system and the bollard drops automatically when someone with a registered license plate arrives. So the passes disappear. The electronically controlled bollards in the Honigmannstraat and the Dautzenbergstraat will be removed.

General

The Municipality of Heerlen wants to focus onperform its core tasks. It wants to place the service and maintenance of technical systems with the Contractor as much as possible. To fully relieve the municipality, she asks for a service provider who takes care of:

1. The physical closure of Pancratiusplein and Wilhelminaplein with bollards and autonomous control by means of license plate recognition with the help of cameras. HThe logical closure of the remaining part of the center of Heerlen and Heerlerheide with the help of license plate enforcement by means of cameras

Initially, the service will comprise the following components:

 Equipment of 15 locations with license plate cameras, including the necessary physical layout,

 Upgrade and extension of the bollard systems and addition of license plate and where necessary overview cameras for 7 locations with existing and new bollards

 Central Back Office system for Enforcement and for Bollard management and control

 Access to all locations via the fiber-optic network of the Municipality

 All required links with third-party systems

But primarily the Municipality asks for enforcement in the entire (not closed and closed) pedestrian area to:

 A feilless control and operation of the bollards according to the requirements and the agreed SLA

 Delivery of verified license plate data from all camera locations for processing by the back office and assessment by the present BOA according to the requirements and agreed SLA
