Phase II and Ensuring Evolutionary Maintenance of the Fixed Communication System

Athe contracting authority intends to acquire microwave equipment, routers, switches, firewalls, power systems and air conditioning systems in order to modernize and ensure the evolutionary maintenance of the Romanian Border Police's fixed communications system for increasing the quality and availability of communications services provided in the counties of MehedinţSatu Mare, Caraş Severin, Suceava, Timiş and Botoşani, according to the technical specifications and the topologies attached to the specifications.
Main Site: Mehedinţi, Satu Mare, Caraş Severin, Suceava, Timiş and Botoşani Counties. PFR ensures at the county level the interconnection of all PFR locations as well as the transport infrastructure for fixed surveillance systemsand the TETRA standard mobile communication systems.
The Fixed Communication System of the PFR was implemented through the Phare 2003 projects - Expanding the North-East Voice / Data Communication System in Botoşani, Suceava, Phare 2004 - Extending the system of voice and data communications at the South-West and North-West borders, Timiş, Caraş-Severin, Mehedinţi, Satu-Mare andand Maramures, received in 2010, FFE - Modernization of the fixed communications system in Botosani County, received in 2015, as well as through the SISF - Integrated Border Security System, a technical solution implemented and accepted starting with 2010. The warranty period is completed for all projects.
There is currently a system in the Border Policem informatic online who work in centralized architecture based on the Fixed Communication System, through which all territorial structures have access to their own databases, stored at IGPF level. Also, by integrating the Fixed Communication System of PFR with the MoI Voice Communication Network, all PFR structures have online access to other national interest bases(SIS, VIS, Interpol, FADO, etc.), or international (population records, passport records, auto theft tracking, etc.). The main advantage of this system is that it offers any border guards from any PFR location real time information about traffic at Border Crossing Points and border events (crimesand contraventions committed at the border).
At present, due to the increase in the volume of traffic data and the large number of users, the fixed communications system needs to be upgraded to support this 1) Economic operators participating in the procedure (including associations, subcontractors, supporting third parties) should not be found in the situations provided by art. 164, art. 165 and art. 167 of the Law no. 98/2016 on Public Procurement.
Mode of performance: To demonstrate that this requirement is fulfilled, economic operators participating in the award procedure will complete the DUAE (Single European Procurement Document) with information relevant to their situation. DUAE will be completed in accordance with the National Agency for Public Procurement Notification (ANAP) nr. 240 on the DUAE User Guide (economic operators). The papers that will be presentedin order to fulfill the qualification criterion, at the request of the contracting authority, only by the tenderer ranked first, after application of the award criterion, until the date of the award report, according to art. 196 par. (2) of the Law no. 98/2016 on public procurement, are:
(a) tax attestations regarding the payment of taxes, taxes or contributions(b) as the case may be, documents demonstrating that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2) and art. 171 of Law no. 98/2016 on public procurement, (c) the criminal record of the othe economic operator and the members of the administrative, management or supervisory body of that economic operator or of those having the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / (d) other editing documents, as appropriate.
If in the country of origin or in the country where it isestablished economic operator, no documents of the requested type are issued or they do not cover all the situations covered by art. 164, art. 165 and art. 167, any document deemed to be edifying by the competent authorities of that country shall be accepted. In the case of bidders of foreign legal / physical persons, the documents will be transmitted in the language in which they were issued, accompanied by a translatorit is authorized in the Romanian language.
Note: It should not be found in the situations provided by art. 164, 165, 167 of Law no. 98/2016 on public procurement: the tenderer / members of the association, the subcontractor / subcontractors, the supporting third party (s); (2) The economic operators participating in the procedure (including associations, subcontractors and supportive third parties)in the situations provided for in art. 59 and art. 60 of Law no. 98 / 2016.
Mode of accomplishment: Form no. 8 - Declaration on the avoidance of conflict of interest according to the provisions of art. 59 and art. 60 of Law no. 98/2016 on public procurement, which will be presented with the DUAE. In the case of submitting an offer in association, each associate has the obligation to demonstratethe fulfillment of the requirement. This statement is also required for potential subcontractors. 1) Requests for clarification regarding the awarding documentation are will only transmit through SEAP (https://sicapprod.e-licitatie.ro), by accessing the dedicated section "Questions" in detailof the ongoing award procedure.
