Telephony systems for the health trusts in Helse S0r-0st [South Eastern Norway Regional Health Authority] — New notice

Helse S0r-0st RHF [South Eastern Norway Regional Health Authority] (HS0) shall enter into regional framework agreements for the purchase of Telecom related equipment, Project assignment and Hourly Based assistance.
Information about the South Eastern Norway Regional Health Authority's telephony system: Sykehuspartner HF is responsible for operation, maintenance and development of the South Eastern Norway Regional Health authority's telecommunications portfolio. Per Q2 in 2018, the Telecom Section in Sykehuspartner has 43 employees, of which 38 are executing administrators / technicians. Sykehuspartner Telecom has an internal duty scheme (24/7, 365). Sykehuspartner has maintenance contracts with contract partners for the Telecom systems. The contract partners have equivalent duty schemes (24/7, 365). The contract partners have detailed information on the installations, administration accesses, responsibility for operational stability and back-to-back contracts with manufacturers. Sykehuspartner's systems deliver round the clock vital services with the highest criticality. Examples are telephony for cardiac arrests, accident and emergency, delivery rooms, transplantation and theatres.
South Eastern Norway Regional Health Authority's existing telecommunications portfolio is listed in Part 2 K Annex 3 to this tender documentation. Both this and the associated operational concepts for ICT systems in HS0 will be characterised by change in the coming years. The vision is standardising and central / joint regional deliveries of ICT services to the health trusts in the region.
The objective and scope of the procurement is that the South Eastern Norway Regional Health Authority (HS0) shall enter into regional framework agreements for the procurement of:
— Telecom related equipment, iem, hardware and software (including licenses), in the form of systems and platforms, or individual elements within these associated operational support systems and terminals. The equipment shall be used to maintain, broaden and develop HS0's telephony infrastructure so that at any given time it is able to support HS0's need for robust telecommunications services. NB: the contracting authority also wants to have the possibility to purchase complete installations, i.e. Not individual components, based on function and performance requirements,
— Project assignment in the form of fixed price assignments, target price assignments or equivalent for various planning, review, design, development and installation assignments in connection with the telephony infrastructure. This could be everything from small and simple assignments such as upgrading, to more complex assignments that require project management and design, and independent assignments with defined deliveries and associated delivery quality led by the tenderer. Project assignments will also be available in combination with equipment, for e.g. by providing a fully installed and tested system (for example a complete telephony system). The contracting authority retains a free and unlimited right to also be able to purchase such project assignments (excluding products) through other contracts, i.e. Independent of, or i addition to, this framework agreement,
— Hourly based assistance, i.e. hire of project and professional resources on an hourly basis.
The contracting authority wants to enter into contracts with tenderers who can handle either small or large project assignments in addition to delivering equipment.
The contracting authority has existing maintenance contracts. Maintenance contracts are therefore not a part of this competition. The contracting authority is planning to announce a competition for a new service contract in Autumn.
