The object of the contract is to provide the product "4 -plane Transportable Meteorological Radar" - as required by Technical Specification ST -Z.16-3454.v.5, Annex to the specifications.

Transportable meteorological radar in X band.

Quantity = 4 cpl.

Qualification requirement no. 1: Candidates; (if any) or, in the case of an association, all members of the association, will prove that they are not in any of the situations stipulated in Art. 164, 165 and 167 of Law no. 98 / 2016.

Means of performance: Will be completed and signed by DUAE by the participating economic operators - candidates, third-party supporters, subcontractors (if applicable) or, in an association, all members of the procedure association https://ec.europa.eu/growth/tools-databases/espd/filter (instructions for completing DUAE are available at www.e-licitatie.ro). The supporting documents proving the fulfillment of the assumed by comshall be submitted, at the request of the contracting authority, by the tenderer placed on the first place in the intermediate rankings drawn up at the completion of the evaluation of the bids.

Requested documents: 1) In order to justify the non-compliance in the situations provided by art. 164 and 167 of Law no. 98/2016, the bidder, the supporting third party and / or the subcontractor (if applicable), -and in the case of an association, all members of the association will present:

(a) for Romanian legal persons: the criminal record of the economic operator and the members of the management, management or supervisory body of that economic operator and those with powers of representation, decision-making or control within that operator, as derived from the certifying certificate issued by ONRC / instrument of incorporation, (b) for foreign legal persons: Enabling documents to demonstrate that economic operators are not subject to Art. 164 and 167 of Law no. 98/2016, issued by the competent authorities, in accordance with the national law of the country of origin or the country in which they are established. The documents will be accompanied by certified translation of this needIn the case where in the country of origin or in the country where the economic operator is established no documents of the kind referred to in point 1, letter a) are issued. b), the contracting authority accepts a declaration on its own responsibility or, if there is no legal provision in the country in question, a certified statement given in front of a noter) of an administrative or judicial authority or of a professional association with competence in this respect; 2) In order to justify the non-compliance in the situations provided by art. 165 of Law no. 98/2016, the tenderer, the supporting third party and / or the subcontractor (if applicable), and in the case of an association, all members of the association shall present certificates ofthe fulfillment of the due obligations for payment of taxes and duties to the state, including local ones, as well as the contribution for state social insurance, as follows:

(a) for Romanian legal persons: Fiscal attestation issued by the National Agency for Fiscal Administration (ANAF), which shows that the economic operator has no debts to the consolidated general budget (budgetlocal, state budget, etc.) at the moment of submitting the offer; Taxation certificate for local taxes and fees, issued by the Local Public Authorities, showing that the economic operator has no debts to local budgets due at the time of filing the candidatures, (b) for foreign legal persons: Enlightening Documents to Demonstrate That They Hadhas fulfilled the obligations to pay the taxes, taxes and contributions to the state budget and local budget (certificates, tax records or other equivalent documents) issued by the competent authorities in accordance with the national law of the country of origin or the country in which they are established. Documents will be presented accompanied by their authorized translation into the Romanian language.

Global turnover over the past 3 years (2015, 2016, 2017). Minimum qualification requirement: Candidates must demonstrate that they have achieved a total turnover in each of the years 2015, 2016, 2017 of which is at least RON 11 040 000.

Technical and / or professional capacity. :

(iv) In case of submission of ain association, each associate has the obligation to demonstrate the fulfillment of the requirement, for the part of the contract it carries out. The documents requested must be valid at least by the closing date for submission of applications; (v) Documents shall be submitted to SICAP, signed with an extended electronic signature, according to art. 60 par. (4) of H.G. no. 395 / 2016.

Unjustified sanctionof the criterion: Candidates who do not meet the minimum requirement for similar experience and / or candidates who do not submit the above documents will be excluded from the procurement procedure.
