130075 N01 / 48 Elimination of bottlenecks Winterthur-Toess - Winterthur-East, six-way development (6SP), mandate Information and external communication (AP-DP)

The project provides for the elimination of traffic bottlenecks between the Toess junction and the East Winterthur interchange by upgrading the existing national road. PrEstimates in the field of information and communication must be provided for this project for the OFROU final project (AP), plan approval procedure (PGV) and detail project (DP) phases.

Main Site: Switzerland, canton of Zurich, municipalities City of Winterthur, Wiesendangen and Seuzach.

The project foresees the elimination of traffic bottlenecks between the junction ofToess and the East Winterthur interchange by upgrading the existing national road. Information and communication services must be provided for this project for the OFROU final project (AP), plan approval procedure (PGV) and detail project (DP) phases.

The following supporting documents / certificates must ebe attached to the tender dossier (predefined), failing which it cannot be taken into consideration:

CQ1: Proof of technical ability (experience / references from the company)

For the tenderer: an object of reference concerning completed work presenting a comparable complexity and pertaining to the same specialty.

CQ2: Proof of economic / financial aptitude

For the tendereronnaire: annual turnover twice the annual turnover of the mandate.

CQ3: Qualification of the key person Project manager

For the key person Project manager: 1 reference object concerning work completed at the same position or a deputy position presenting a comparable complexity and pertaining to the same specialty.

CQ4: Proof of availability of key persons

For the cproject manager and deputy project manager: proof that the availability of the two key people has the availability required during the next two years. Enumeration and detailed presentation of the workload (in time) for other projects.

- minimum availability of the project manager: 20%;

- minimum availability of the deputy project manager: 15%.

CQ5: proofif concerning the possible subcontractors

For the tenderer: proof that a maximum of 50% of the services are provided by subcontractors / detailed list of subcontractors possibly provided with the percentage of the services provided. provide to the client upon request after submission of the offer:

1) recent extract from the register ofu trade;

2) recent extract from the prosecution register;

3) recent extract from the AVS / AI / APG / AC compensation fund;

4) recent SUVA / AFC certificate;

5) valid insurance certificate from the tenderer or from the community of planners concerning corporate civil liability insurance.

Partial offers are not accepted.

Conditions for countries which have not joined theWTO agreements: none.

General conditions: General conditions (CG) of the confederation for the services of architects and engineers, edition of September 2016.

Negotiations: the negotiations remain reserved. There will be no reverse auctions or price negotiations. Subsequent negotiations intended to revise the offers or modify the services may havean influence on the price.

The deadline for submission of possible offers by the companies involved (and their possible married, daughter or sister companies) or the communities of tenderers of which these are parttreprises ends on 29.6.2020. For all other tenderers, the time limit is that indicated in section 1.4.
