To complete the ESPD:

1) when you have downloaded this contract notice from the site e- Notification (https://enot.publicprocurement.be), make sure you have also downloaded the attached files (attachments);

2) Open the file and savedez (= extract) the .PDF document on the one hand, the .XML file on the other hand;

3) Go to the site: https://ec.europa.eu/tools/espd

4) Choose your language ;

5) Select;

6) Select;

7) Click on (choose file) and select the file you will extract in 2;

8) Click on;

9) Fill in the required fields using the text of publication to determine qualitye and the quantity of information requested;

10) Click on;

11) Download;

12) Save this file containing your DUME;

13) Attach this called DUME file to your application when it is sent.

Attention : STIB must receive the .ZIP file which contains both the .PDF and the .XML!

The ESPD must be signed.

- in principle, only one completed ESPD is sufficient if several companiesdecide to apply jointly as part of an association or if the company uses the capacity of other entities (such as 1 subcontractor), each of them must introduce a ESPD on the platform;

- do not hesitate to contact the person mentioned in point I.1) if you have questions about the content of the documents.

- the economic capacity andfinancial will be verified on the basis of financial data (turnover, balance sheets and profit and loss accounts);

- the candidate will send STIB its balance sheet and the profit and loss account filed for the last two financial years (models deposited with the BNB) or communicate the link to the website where these documents can be downloaded free of charge.

For Belgian companies, this is notnot compulsory, since STIB can obtain the annual accounts from the Central Balance Sheet Office of the National Bank of Belgium, provided that the publications have been made;

- if the candidate is part of a group, the latest annual and financial report of the group or the website link where these documents can be downloaded free of charge;

- the annual turnovermade by the candidate over the last three financial years available.

- a declaration on honor of the figure made on the part of the market concerned by the opinion of the market (PPE).

1) The submission and receipt of offers and / or requests to participate will take place completely and only electronically. By elec discounttronic means delivery via the e-tendering application and not by electronic address.

Offers must have been digitally signed in accordance with the e-tendering system. In accordance with the legislation in force, the files received via any other means than what is mentioned above will not be taken into consideration. 2) By submitting their application, candidates accept without reservation the content of the notice of market, accompanying documents and market procedure, as described in them, and agree to be bound by the provisions thereof. In the caseor the candidate would have an objection in this regard, the candidate must notify the adjudicator (via the contact person mentioned in article I.1 of this contract notice) in writing and with a description of the reason no later than fifteen calendar days before the final date for receipt of requests to participate;

3) The information requested must be given in thee ESPD if required in the contract notice, or annexed to the ESPD if this is clearly specified in the notice. Unsolicited information will not be evaluated;

4) For the criteria of economic, financial, technical and professional capacity, a candidate may, if necessary, have recourse to the capacity of other entities, whatever the legal nature of its links with these entities. In this case, it must demonstrate that it will have the resources necessary for the execution of the contract by producing the commitment of these entities to make these resources available to the successful tenderer for this specific contract. This entity must act as guarantor, in a separate European market document, for all the commitments made by the candidate and will undertake to provide its pleine cooperation and to put all the necessary resources at the disposal of STIB within the framework of this contract. Under the same conditions, an association of candidates can use the capacity of participants in the association and that of other entities;

5) In the context of the regulations concerning the GDPR, the candidate himself remains responsible for requesting permissions necessaires of its customers or other third parties concerned in order to be able to use the personal data requested within the framework of this procedure.
