Acquisition of "prefabricated reinforced concrete slabs" by the conclusion of a 12-month framework agreement divided into cynical lots:

Mode of accomplishment: DUAE will be completed in accordance with Art. 193 par. (1) of the Law no. 98 / 2016.

The supporting documents proving the fulfillment of the assumed by completing the DUAE shall be submitted, at the request of the contracting authority only by the awarded tenderers, in each lot in the first three placesin the intermediate rankings drawn up at the completion of the evaluation of the offers, are: - - Certain certificates regarding the lack of overdue debts, regarding the payment of taxes, duties or contributions to the consolidated general budget (local budget, state budget, etc.) The criminal record of the economic operator and the members of the management, management or supervisory bodythe supervision of the respective economic operator or of those who have the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive act,

1) Considering that the contracting authority(AC) will sign the framework agreement (ac) only with the economic operators (OE) located on the 1st, 2nd and 3rd place, as the case may be, the way of bidding with equal prices will be as follows: (ECv) finds that more than 2 admissible tenders with equal prices from the first ranked bidders have been submitted / entered in the SEAP, the AC will request the submission of new proposals(with 2 decimal places) and the economic operators will send their reply in closed envelope (only if there are no technical facilities for re-enrollment encrypted in SEAP), in which case the framework agreement will be awarded to the first three tenderers with the highest price (b) If the evaluation committee finds that more than 2 admissible tenders with equalthe second ranked bidders will be required to deposit in enclosed envelopes (only if there are no technical facilities for re-enrollment encrypted in SEAP) new improved financial proposals (with 2 decimal places) and economic operators will submit their response, so that the bidder ranked first is not affected, ie the new financing proposalnot be equal to or less than the rank placed on the 1st place. If the new financial proposal improved as a result of the request of the contracting authority will influence the rankings of the top positions, this will not be taken into account, keeping in mind the initial offer submitted in SEAP, to the procedure, (c) If the evaluation committee finds that more than 2 of them have been submitted(if there are no refurbished technical facilities encrypted in SEAP) of a new improved financial proposal (with 2 decimal places) ) and the economic operators will send their answer, so that the bidders ranked first and second placeu are affected, respectively the new financial proposal is not equal to or less than the first ranked bid, respectively II. If the new improved financial proposal submitted as a result of the request of the contracting authority will influence the rankings of Sections I and II, this will not be taken into account, keeping the initial bid submitted in SEAP in the procedure.the submission of the new financial proposals shall be communicated in the request sent by the contracting authority; 2) The submission of any requests for clarification by the economic operators shall be made in accordance with the notification of ANAP no. 247 / 6.9.2016 available at: http://anap.gov.ro/web/wp-content/uploads/2016/09/Notification-qualification-clarifications-printermediate-SEAP.pdf with respect to the deadline requested by the contracting authority in Chapter I.1.
