Evaluation COMPASS

Reference Number : 20180731

Caritas Austria is looking for an evaluator / evaluation team for its 5-year program "COMPASS Strategic Partnership", co-financed by the Austrian Development Agency. The aim of the COMPASS programme is to improve the food security of poor rural families in Burkina Faso, Ethiopia, Senegal, South Sudan. In fact, two sets of tasks are required: realization of i) a mid-term evaluation and ii) a final evaluation of the program. The main objective of the mid-term and final evaluation is to assess and present results, conclusions, lessons learnt and recommendations. The mid-term evaluation and final evaluation shall be useful to the main programme stakeholders: Caritas Austria, the 4 implementing partners in Africa, the Austrian Development Agency. It should enable them to improve the ongoing COMPASS program as well as future food security / rural development actions. More details can be found in the ToR.

Tenders should be in English and have to include:

— The filled out application template (including information on the service provider; technical and financial information of your offer),

— CVs of evaluation team members,

Note on the financial offer:

The financial offer must be presented in the application template (in Euro), with VAT included. The maximum budget available for this contract is 62 000 EUR. Tenders exceeding the maximum budget available for the contract will be eliminated.

Selection criteria:

— Completeness and compliance of the tender with requirements mentioned in this invitation and the ToR;

— Technical and professional capacity (tasks which can be covered by the tenderer),

— Qualification and experience of involved evaluators.

Award criteria: Best value for money.

Note: weighting offers will be done on a ratio 50 % quality, 50 % price.
