The framework agreement is offered as a centrally coordinated agreement in the form of cir(CIR No. 9453 of 10.5.2017), which implies that the framework agreement includes a withdrawal obligation for the state and the subscribers subscribed, cf. The subscriber may, however, have internal instructions as providedstates that these devices under the subscriber must apply the framework agreement. However, this is a purely internal matter with the subscriber, and thus does not create rights under the framework agreement.
