The object of the present award procedure is the purchase of "Passenger air transport services (booking and issuing tickets). for domestic and international destinations) ".

Object of the presentaward procedures are represented by the purchase of "Passenger air transport services (booking and issuing tickets for domestic and international destinations)".

Air transport services are requested by the contracting authority, for the employees and / or delegates of the contracting authority the economic class, whenever the need arises and the limit of the bugof the assigned ethos, except in the cases provided by law or, only at the express request of the contracting authority, the business class, with weekends and / or without weekends or others, as the case may be, within the limits of the legal provisions.

Subject to the law provided at art. 118 paragraph (1) lit. b) of Law no. 98/2016 and at art. 109 paragraph (2) lit. b) from H.G. 395/2019, the contracting authority will conclude an agreement-likedru, with the resumption of competition, with a maximum of 5 (five) economic operators whose offers will be declared admissible, for a period of 60 months, the award procedure used being open tender, with an estimated minimum value 295 797.52 RON excluding VAT and with an estimated maximum value of RON 2 088 538.40 excluding VAT.

The minimum amount of tickets for a subsequent contract is 1 ticket.

The maximum amount of tickets of a subsequent contract is 40 tickets.

The value of the smallest subsequent contract is RON 472.52 excluding VAT.

The value of the largest subsequent contract is RON 113 404.80 excluding VAT. and, if applicable, third-party supporters and subcontractors must not be found in the situations provided in art. 164, 165 and 167 of Law no. 98/2016 regardingd public procurement.

For the purposes of the provisions of art. 63 paragraph (1) of Law no. 98/2016 regarding public procurement, the persons with decision-making functions within the contracting authority are the following:

Compliance:

The DUAE will be completed by the economic operators participating in the award procedure with the information related to their situation. The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the authorized requestyou are contracting, only by the bidders ranked on the I-V places in the intermediate ranking drawn up at the end of the evaluation of the bids. These documents can be:

(a) certificates confirming the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation,

(b) the criminal recordof the economic operator and of the members of the administrative, management or supervisory body of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document,

(c) as the case may be, documents proving that the economic operator can benefit fromthe derogations provided in art. 166 para. (2), art. 167 para. (2), art. 171 of the Law 98/2016 on public procurement,

(d) other building documents, as the case may be.

In accordance with art. 166 para. (2), from the documents that the economic operators will submit during the evaluation, as updated supporting documents that demonstrate the fulfillment of the qualification criteria in accordancewith the information contained in the DUAE, the following aspect must appear:

- the amount of taxes, taxes and contributions to the general consolidated budget due and outstanding is less than 10 000 RON.

Note:

1) The supporting documents requested according to the above will be presented by each associate in case of joint bid, and in case of subcontracting both bidder, asand by the subcontractor (s), and in the case of the offer supported by the third party (s) the documents will be presented by both the tenderer and the supporting third party (s); e-mail dated 8.4.2019 and the notification of ANAP regarding the use of the Single European Procurement Document (DUAE) as it was accessedyours integrated into the Electronic Public Procurement System (SEAP), from 2.7.2019.

Requirement no. 1 Entry in a relevant commercial register.

The bidders and, if applicable, third-party supporters and subcontractors must prove the registration form under the conditions of the law, in the country of residence, from which they are legally constituted, that they are in operation and that have the ability toto perform the activities that are the subject of the contract.

Fulfillment mode:

The economic operators submitting the offer must prove a form of registration in the conditions of the law of the country of residence from which it can be seen that the economic operator is legally constituted, as it is not in any one between the situations of cancellation of the constitution as well as the fact that it has the professional capacity to make realza the activities covered by the framework agreement.
