Paper supply for the production of ready-to-mail envelopes

The purpose of the procurement is to supply paper for the manufacture of gummed or adhesive paste envelopes:

Main Site: In departments 27, 42, 87, 24, 81 as well as on the site of Phil @ poste (24)

The-paper must meet the following characteristics:

- the paper must have an environmental characteristic, that is to say, either recycled, certified FSC or PEFC and eligible for the standard NF316, for the grammages concerned by this standard,

- the paper must be faceable in an envelope or pouch with a gummed or adhesive paste,

- the paper must be printable in the technologies offset, flexography and digital. The market could give rise, overall and in an estimated manner, to a volume of between about 910 t and 2, 670 t. This estimate includes all formats (sheets and reels) as well as all grammages combined and is smooth over the total duration of the contract period of extensions included.

The candidate will submit, at the same time as the request for partipation, the documents indicated below:

3) a duly dated and signed on paper is in charge of the supplier, to justify that it does not enter in any of the cases mentioned in 1 and a and c of 4 of article 45 of order n - 2015-899;

4) the certificates issued by the-competent administrations and bodies attesting that the candidate is not in a case of prohibition of tender mentioned in 2 of article 45 of the order n 2015-899, that is to say:

- a certificate of vigilance delivered by the Urssaf - a tax certificate justifying the regularity of its tax situation (payment of VAT, corporation tax or tax on-income),

- a certificate attesting to the regularity of his situation with regard to the obligation of employment of handicapped workers: (5) where applicable, the list of names of foreign employees employed by the candidate and submitted to the work permit mentioned in Article L. 5221-2 of the Labor Code, specifying for each employee, in accordance with Article D. 8254-2 of the Labor Code, his date of hire, his nationality, and the type and serial number of the title of the work permit. Candidates established abroad provide the documents provided for in Articles D. 8222-7 and D 8254-3 of the Labor Code;

6) where applicable, the documents provided for in Article R. 1263-12 of the Labor Code. in case of detachment of employees. The non-delivery of the documents mentioned abovewill eliminate the applicant company. All information requested under headings III.1) will be provided via or in free format. If the candidate presents itself in group, it will have to provide a letter of constitution of the grouping signed by each member of the grouping, specifying the names or denominations, addresses, telephones, faxes and e-mails of each member, -the identity of the mandatary and the powers given to him. Each member of the group must provide all the above information. (A) Criterion 1: financial sustainability of the candidate (20% weighted criterion). As such, the candidate will provide the data requested below, for the years 2015, 2016 and 2017: shareholders' equity, long-term debts, financial debts, passive treasury, actfixed assets, inventory, trade receivables, trade payables, tax and social security liabilities, other operating debts, other purchases and external charges, turnover. In support of his declaration, the candidate will provide the tax packages (CERFA bundles), or equivalent documents, for the years concerned.

Financial sustainability will be assessed on the basis of the information above.

La request for participation accompanied by the information and documents requested in sections III.1 (1) to III.1 (3) (on an information questionnaire or in free format) shall be delivered by registered mail with acknowledgment of receipt or against receipt at the address of the Contact Point Heading - before the deadline dates and times specified in point IV.2.2). On the other hand, the candidate will send these documents by e-mail to cecile.naert@laposte.fr.

The mailing by registered mail or the deposit against recepisse will prevail for the appreciation of the content of the application file and compliance with the dates and time limits of receipt.
