Renewal of APRR and AREA highway access port keys

Supply, installation and maintenance of padlocks and / or key locks with double technology, mechanical and electronic, access portals APRR and AREA, including integration metalwork (about 900 locks, 1, 000 padlocks and 7 800 keys).

Important: the competitive procedure with negotiation is a restricted procedure leading, in the first place, to the pre selection.alable of candidates admitted to submit an offer. The companies concerned must therefore only provide, at this stage, an application file in the form and time described in this call for tenders. The candidate must provide the documents enumerated below:

1) letter of application - designation of the representative by his co-contractors (DC1). The economic operatore will specify the e-mail address (es) that will be used for the communication on the buyer profile;

2) the documents to verify that the candidate does not enter cases; exclusion from the procedure for awarding the public contracts mentioned in Articles L. 2141-1 to L. 2141-5 and L. 2141-7 to L. 2141-11 of the Public Order Code, and that it is in force at look dArticles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of handicapped workers (up-to-date tax certificate, URSSAF certificate will not be useful;

3) the powers established for the benefit of persons authorized to engage the economic operator

4) a declaration of the individual candidate or the member of the group (DC2) to be completed in particular in the sectionF1 (total turnover excluding turnover and turnover for the services covered by the procedure, for the last 3 years) or equivalent documents;

The candidate may submit in the form of a single undertaking or a grouping of undertakings with the appointment of a joint representative and the presentation of all the co-contractors of thea candidature. The grouping chosen will be, at the choice of the latter, either a solidarity group or a joint group whose agent will be solidary. Multiple applications are not allowed. An enterprise may only file one application file, either as sole candidate, as agent of a group or as co-contractor of a group. L`interdiThe application form is checked batch by batch. The composition of a grouping may be modified between the date of submission of applications and the date of signature of the contract only in the following cases:

In one ofIn these cases, the group may ask the contracting authority for authorization to continue to participate in the procurement procedure by proposing, where appropriate, acceptance of the project manager, one or more new members of the group, subcontractors or related businesses. The project manager decides on this request after examining the capacity of the group members as a whole.i transforms and, where applicable, any subcontractors or related undertakings present at its acceptance, in the light of the conditions for participation defined in this notice.
