The contracting authority does not set requirements for fitness (exercise) for exercisingprofessional activity towards the participants in the procedure in all lots.

The contracting authority does not set requirements for economic and financial status in relation to the participants in the procedure in all lots. . 54, para. 1, item 1, item 2, item 3, item 4, item 5, item 6 and item 7 of the Public Procurement Law and Art. 55, para. 1, points 1 and 4 of the Public Procurement Act. Participants shall not be subject to the prohibitions set out in Art. 3, item 8 of the Law on Economic and Financial Relations with the companies, registered in jurisdictions with preferential tax regime, the persons controlled by them and their real owners, as well as in Art. 69 of the Anti-Corruption and Confiscation of Illegal Acquisition Act (CITA).

2. Mrthe performance guarantee is 3% of the value of the contract under the relevant lot, excluding VAT.

2.1. The guarantee is provided in one of the following forms:

- cash,

- bank guarantee,

- insurance, which guarantees the performance by covering the contractor`s liability.

3. Payment methods - according to the draft contract.

4. According to Art. 67, para. 1 of the PPA at the time of submissionof a tender, the tenderer merely declares compliance with the selection criteria and the absence of grounds for exclusion by submitting an EDES. The documents proving the information specified in the EDES may be additionally required under the conditions of Art. 67, para. 5 of the PPL. Participants may submit one EDES when participating in more than one lot.

According to 112, para. 1, Vol. 2of the PPA, prior to the conclusion of a public procurement contract, the contracting authority requires the tenderer, who has been awarded the contractor, to submit documents certifying the absence of grounds for removal from the procedure, as well as compliance with the selection criteria set out, including for third parties and subcontractors, if any.

The ranking of eligible bids is based on a criterion"Lowest price" for all lots. The total price for the execution of the contract without VAT is estimated.

5. The total value for the execution of the order cannot exceed the indicated estimated value for the respective lot. the price for the execution of the order at the respective lot exceeding its estimated value will be eliminatedfrom participation. The contracting authority may not order the full volume by type and quantity of deliveries subject to the contract and, if necessary, order quantities of the relevant articles, other than those specified in the technical specifications, within the total contract value. item "Delivery of bedding and bedding" valued at BGN 2 300, 00 waswith incl. VAT under the conditions of Art. 80, para. 1 of the PPPOP in connection with 21, para. 6 according to its individual value.
