The public procurement includes delivery of food products for home social patronage, homes for the elderly, social enterprise " Public Dining Room "and children's milk kitchen on the territory of Rousse Municipalityin 12 positions. The quantities of these food products for each lot are estimated, approximately 24 months, and are in line with the budgeted funds. The types of food products by lot and their estimated 24-month quantities are listed in the appended tables in Excel. Any reference in the product applications to a standard, specific modell, source, or specific process, trademark, patent, type or specific origin or production read "or equivalent".

Supply of Milk and Milk Products under the Food Law.

The estimated amount of foodstuffs in the group according to the appendix to the technical specificationis 35 4810 kg / l. The participant should have a wholesale food store of the respective group of food products in the separate item which is entered in the Register of Food Production Plants, meeting the requirements for production and trade in the offered products, registered as a permanent object under the procedure of Art. 12 of the Food Law, as latertwo: - for lot 1 - for group "Milk and milk products", - for lot 2 for group "Meat and meat products", - for lot 3 for the group " cereals-based foodstuffs,

- for lot 4 - for the group "Other foodstuffs", - for lot 5 for the group "Oils and fats", - for lot 6 for the group "Vegetables raw ",

- for distinctheading No 7 for the group "Potatoes and rootstocks", - for lot No 8 for the group "Fresh fruits", - for lot No 9 for the group "Eggs and egg products", - for lot No 10 for the group "Spices - fresh and dried" - for lot No 11 - for group "Meat and Meat - Preserves", - for lot No 12 - for the group "Fish, fishery products and other seafoodDocuments to prove the requirement: a copy of the certificate of registration of an object under the Food Law presented in the cases of Article 67, paragraph 5 and Article 112, paragraph 1, point 2 of the Public Procurement Act. Requirements for the personal condition of the participants:

Participant in the procedure shall be eliminated a participant, for whom any of the circumstances under Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, item 3, item 4 and item 5 of the Public Procurement Act. For the performance of the contract for each lot, the contractor is required to submit a performance guarantee of 5% of the value of the contract for the respective lot without VAT. The performance guarantee is presented upon conclusion of the contract in one of the following forms by the contractor:

1. amount of money;

2. Bank guarantee;

3. Aboutguaranteeing performance by covering the contractor's liability

The terms and conditions for the arrest or release of the performance guarantee are governed by the public procurement contract. Where a tenderer submits an offer for more than one lot, the separately enclosed documents shall be presented in the sealed opaque packaging for each item.(2.1) to 2.5 (inclusive) of the procurement documentation and individual opaque envelopes with the inscription "Proposed price parameters" (item 2.6 of the tender documentation) with an indication of the separate item to which they refer. Each participant may submit a bid for 1, for several or for all lots.

Important: Pursuant to Article 67 (4) of the Public Procurement Act in conjunction with - 29 (5), b. "A" of the Transitional and Final Provisions of the Public Procurement Act, in force since 1.4.2018, EEDOP shall be submitted electronically.

In view of the foregoing, on the Rousse Municipality website a sample of EEDOP format PDF and XML The participants download the EEDOP, which is in XML format, and fill it up after uploading it to theand the eEEDOP system https://espd.eop.bg/espd-web/filterlang=en. The completed EEDOP is downloaded and signed digitally. The EEDOP shall be presented on the appropriate optical medium to the other required documents for participation in the present procedure. The format in which the document is to be submitted should not allow its content to be edited.

The EEDOP is presented (if applicable) to allthe team of participants in the grouping which is not a legal entity for the participating pool, each subcontractor and any third party whose resources will be engaged in performance.
