This procedure is aimed at ensuring the needs of various foods for the Social Services Complexes, Assistance and Care Centers, Pavilion Recovery and Rehabilitation Modulesuropsihiatric, family-type houses subordinated to D.G.A.S.P.C. Sector 1 and bakery products of the Nazarcea Multifunctional Complex within D.G.A.S.P.C. Sector 1.

Main Site: Social Services Complexes, Assistance and Care Centers, Pavilion Recovery Modules and Neuropsychiatric Rehabilitation, Family Type Homes Subordinated to D.G.A.S.P.C. Sector 1.

This procedure isis to ensure the necessity of various foods for the Social Services Complexes, Assistance and Care Centers, Pavilion Recovery Modules and Neuropsychiatric Rehabilitation, Family Homes subordinated to D.G.A.S.P.C. Sector 1, and bakery products of the Nazarcea Multifunctional Complex within D.G.A.S.P.C. Sector 1.

Number of days until pot requests clarification prior to the deadline for submission of tenders: 20.

The deadline expressed in the number of days the Contracting Authority will answer clearly and completely to all the clarification requests is on the 12th day before the submission of the bids.

Requirement no. 1: The bidders, third parties and subcontractors must not find themselves in the situations provided for in art. 164, 165, 167 of Law no. 98 / 2016.

Mode of accomplishment:

Initial M & E will be completed and presented by the economic operators participating in the award procedure (tenderer / associated tenderer / subcontractor / third party) with information related to their situation. The supporting documents demonstrating the fulfillment of the undertaken by completing the DUAE are to be presented at the request ofby the tenderer ranked first in the intermediate rankings drawn up after the evaluation of the tenders, after applying the award criterion.

These supporting documents are:

1. Establishing certificates for the absence of overdue debts on the payment of taxes, duties or contributions to the general consolidated budget (local budget, budget dis state, etc.) at the time of presentation. These documents must certify that there are no overdue debts at the time the certificates are presented. Note: In the case of bidders who are foreign legal persons, equivalent certificates will be provided stating that they do not register outstanding tax obligations under the conditions of the law in force in the country of residence, at the time of submission. Cazierul judiciary of the economic operator and of the members of the management, management or supervisory body of that economic operator or of those having the power of representation, decision or control within that operator, as it results from the certifying certificate issued by the ONRC / act incorporation;

3. Where appropriate, documents proving that the economic operatorbenefit from the derogations provided for in Art. 166 par. (2), art. 167 par. (2), art. 171 of Law 98/2016 on Public Procurement. Statement on non-compliance with the provisions of art. 60 of Law no. 98/2016, conformmodel from the Forms section, will be prepared by each bidder / associate, including by a third party / subcontractor, as the case may be and will be presented by all participants with the submission of the UAAA and the SEAP offer with information related to their situation. with the decision making function of the contracting authority involved in the public procurement procedure are the following:

Way by which the fulfillment of the requirement can be demonstrated: initially DUAE (Part IV - Ability to meet requirements - Enrollment in register comert) by the economic operators participating in the award procedure with the information related to their situation. Information and / or level (s) (s) necessary to assess compliance with these requirements. The bidder mustto show that the total / total annual turnover in each of the 2016, 2017 and 2018 financial years was at least 295 677 RON for Lot no. 1 and 48 697 RON for Lot no. 2.

The way of ranking the first ranked offers with equal prices:

If 2 or more admissible first ranked offers have equal prices, then for a tie, the contracting authority will request the tenderers concerned a new financial proposal where the contract will be awarded to the tenderer whose new prothe financial assignment is the lowest

An economic operator may participate in the procedure only if he / she is registered in the SEAP

The contracting authority will not respond to the requests addressed in another way communication.

The evaluation committee will forward the requestsclarification regarding the submitted offers in the SEAP in the "Questions" section The economic operators will send the answers to the clarifications and any documents requested during the evaluation of the offers through the SEAP (the "Questions" section), fully in the section corresponding to the respective request, in the form of one or multiple documents / separate files signed with an electrical signatureonica.

The risk of submitting documents that can not be viewed / opened is the responsibility of the bidder, subject to the rejection of the offer.
