The public procurement includes 2 distinct positionsand:

The special position includes the delivery of an echograph - 3, defibrillator - 3, autoclave 4, cardiograph - 2, electromiograph - 1, autrefractometer with keratometer - 1 pc., biomicroscope - 1; tonometer - pneumatic - 1 pc., fetal Doppler - 2 pcs. vascular doppler - portable - 2 pcs, ECG cholet - 2 pcs; blood pressure choter - 2; spirometer - 2 bp .; inhalers - 2; telemedicine - equipment of 2 health points, car and communication center, building of communication connectivity and installation of the necessary specialized software; electronic weighing machine with rhythmometer - 2 - for lot 1:

The participants in the procedure shall meet the requirements of Art. 77, para. 1 or para. 2 of the Medical Devices Act (MIR) and so onrequire a wholesale license for BAM medical devices or any other document attesting to their right to trade in medical devices issued by the competent authorities which, under the legislation of the Member State or of another State Party to the European Economic Area Agreement or The Swiss Confederation in which the participant is established or to be a proThe compliance of the participant with the stated requirements shall be evidenced by an indication of the number and date of issue of the respective permits for wholesale trade in medical devices in accordance with the LMI or another document certifying their right to trade in medical devices, issued by the competent authorities which, under the legislation of the Statein which the participant is established, or by indicating that the participant is the producer of the product it is bidding for.

The information is given in Part IV "Selection Criteria", Section A "Efficiency" of EEDOP. At the contracting stage, the participant selected as a contractor shall provide a certified copy of the wholesale medical device authorization application for medicalproducts concerned. Foreign persons shall provide a document certifying their right to trade in medical devices issued by the competent authorities which, under the legislation of the Member State or of another State party to the Agreement on the European Economic Area or of the Swiss Confederation in which the participant is established. Manufacturers established-in the territory of the Republic of BULGARIA, may carry out commercial transactions with the products produced by them without this document on the grounds of Art. 77, para. 2 of the Law on the Law on the Law of the Republic of Bulgaria - for category 2 no requirements for fitness for professional activity are laid down - for lot 1: - the participant has realized a minimum turnover in the field of the contract calculated on the basis of annual-Turnover for the last 3 completed financial years (2015, 2016 and 2017) depending on the date when the participant was established or started its activity

For Lot 2:

The Contracting Authority does not impose requirements on the economic and financial situation of the participants. Proof:

Prior to the conclusion of the public procurement contract, the participant presents a list of the staff to be executed□ When submitting the tender, the participant shall fill in field 6) of Section C "Technical and Professional Abilities", Part IV "Selection Criteria" by EEDOP ..

The Contracting Authority shall remove from participation in the procedure the participant, for whom the circumstances under Art. 54, para. 1 and Art. 55, para. 1, item 1, item 3-5 of the Public Procurement Act. The procedure is removedfor whom the prohibitions under Art. 3, item 8 of ZUFODRDAPDKDS

The participant is also eliminated in cases where there is a grouping and a member of the grouping is one of the reasons for the removal. The assignor shall withdraw from participation: (a) a participant who does not meet the selection criteria or fails to fulfill another condition specified in the contract notice or in the documentation;-

(b) a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been accepted according to Art. 72, para. 3-5 of the Public Procurement Act

If the tenderer's bid exceeds the maximum financial resources of the contracting authority, it will be removed from the procedure. The evaluation committee will compare the technical proposal of the participant for the particular lot with the requirements-of the contracting authority as set out in the documentation and the technical specification. In the event of non-compliance, the participant will be removed. According to Art. 67, para. 4 of the Public Procurement Act (PPL) in connection with - 29, item 5, b. "A" of the Transitional and Final Provisions of the Public Procurement Act, in force as of 1.4.2018, the single European Procurement Document shall be submitted electronically.
