Design and construction of an integrated geographic information system

The subject of the procurement includes the development and implementation of a geospatial information system (GIS) for the planning and management of water and sewerage services and infrastructure. of Water Supply and SewerageI "Ltd. - Silistra"

An integrated Geographic Information System (GIS) should be designed and built within the project to cover information about the water supply and sewerage infrastructure for the territory served by the Silistra water supply and sewerage system. built through a three-tier architecture:

- Data Layer - Information Base,

- Service Layerand (business logic) - geoserver and application services,

- application layer - client applications.

system data will be stored and managed in an integrated relational database, geoserver and application services will provide the implementation of the basic business logic for data processing and service delivery, and user applications will provide the necessary interface for interactionConsideration of the user with the system and presentation of the result of the realized business logic related to the management of assets and processes in the water supply and sewerage sector within the separate territory.

The design and construction of an integrated geographical information system will include the following main steps:

Step 1: study and analysis of the current situation in the water supply and sewerage company; in the framework of this activitythe contractor should carry out a study and a thorough analysis that includes the following main sub-activities: a study of the organizational structure of the enterprise; study of work and business processes in the company; study and analysis of functioning information systems; research and analysis of the available data and information resources on digital and paper;

Step 2: delivery of specialGIS software leased; within this activity the specialized GIS software for the needs of WSS Silistra should be designed, delivered and configured

Step 3: delivery and implementation of hardware infrastructure and basic software;

Hardware server 1 pc .; desktop workstation - 4; database management system - 1; basic GIS server software - 1 pc. licensed for a minimum of 8 cores; basesGIS desktop software - 4 pcs

Step 4: digitalization of available data, field verification of data and their integration into the geospatial database of the system; in the framework of this activity, inventory, digitalisation and field verification of the available information arrays within the Silistra Water Supply and Sewerage System should be carried out and an adequate digital geospatial basis should be provided.to deploy the GIS application. All digitized and field-verified data should be integrated into the GIS database of the system.

Step 5: Final installation and implementation of GIS of "Vick" Ltd., Silistra, including the possibility of integration with the "Single point of information" platform "to MTITC and other similar systems;

Step 6: tests for real system acceptanceoperation; the acceptance of the system into actual operation is carried out after successful passing of acceptance tests (tests, verification). In the course of acceptance tests, the scope and quality of the system shall be verified, while the fulfillment of the requirements shall be determined. Entrance tests are conducted in the client`s environment

Step 7: development of procedural manual and training ofthe experts; to develop a detailed procedural manual for operating the system; to train a minimum of 12 Employees of the contracting authority to work with the system; to train at least 3 pcs. Employees of the contracting authority to administer the system; to provide electronic materials to the students for further refresher of knowledge and supplementary self-study; to issue certificates of passageal training course - minimum 15

Step 8: warranty support. The applicable geographical geographical information system and the hardware and GIS software provided must be at least 24 months from the date of acceptance of delivery. This includes monitoring the system`s performance and workload, as well as taking the necessary corrective actionпри The contracting authority does not set requirements related to the fitness for professional activity.

The participants should have completed in the last 3 (three) completed financial years, depending on the date on which they were created. or have started their business, minimum turnover in the area covered by the order.

For turnover inThe scope of the contract is the amount equal to the portion of the net sales revenue from activities involving the delivery and / or development and / or maintenance of basic and / or specialized GIS software / management system. Water supply and sewerage systems and / or facilities.
