The markets are for the purchase of supplies for the annual floweringannual Toulon.

Purchase of annual and biennial seeds such as:
- annual seeds: coleus, impatiens, roses of India, rudbeckias, sage, ...; concerning these supplies, the purchase orders will be issued mainly at the end of the year,
- biannual seeds: cloves, leucanthemes, snapdragons, daisies, worries, ... concerning these supplies, boOrders will mainly be issued in summer.
These supplies will be mainly intended to bloom the massifs of the city then to agrower the flower beds and vegetable gardens realized by the children in the schools and air centers.
List and short description of the conditions:
Se to article 5.1 of the RC, the production of the documents and information below will be required only of the candidat in which it is envisaged to award the market:
- declaration on honor (Article 39-II of the Law 2016-1961 of 9.12.2016 on transparency, the fight against corruption and the modernization of the economic life),
- certificates issued by the competent administrations and tax and social organizations,
- where applicable, the candidate produces the documents provided for in articles R. 1263-12, D. 8222-5 or D. 8222-7 or D. 8254-2 a D. 8254-5 of the Labor Code,
- extract from the relevant register, such as an extract K, Kbis, D1 or, a default, an equivalent document issued by the competent judicial or administrative authority of the country of origin or establishment of the candidate, attesting to the absence of cases of exclusion, - copy of the judgment (s) pronounced (candidate for judicial redress)(e)
Candidates may submit these items at the filing stage.
Declaration concerning the overall turnover of the candidate and, where appropriate, the turnover of the area of activity covered by public contract, covering at most the last 3 financial years available according to the date of creation of the company or the beginning of activity of the economic operator, to the extent that information on these turnover figures is available.
By the mere submission of a letter, the company confirms its intention to apply for and tender for the consultation and undertakes, if it is designated, to sign the Master Framework Agreement (Award Agreement) and all the ancillary documents provided for by the regulations and / or recalled in the documentsts of the consultation. It is specified that, in accordance with Articles 55 and 68 of Decree No. 2016-360 of 25.3.2016 relating to public markets, the buyer may decide to examine the tenders before the applications. Estimate of item II.1.5) announced in euros before tax on1 year for all lots.
Estimates of the item II.2.6) announced in euros HT on one year for the lot considered. The weighted criteria for judging tenders are:
- for lots 1 and 3: 12-point price criterion and 8-point technical value criterion,
- for lots 2, 4 and 5: price criterion out of 12, criterion 4-point technical value and performance criteria for the protection of the4-point environment.
For all lots, the supplies will be paid by applying the prices of the unit price schedule applied to the quantities actually delivered. Supplies not provided for in the contractual unit price list will be remunerated by applying the prices of the catalogs / public tariffs applicable to the whole of the customer.is or increase made by the holder in support of its offer.
Regarding the 3 lots It is specified that the community wants an average rate or the proposal of 3 rates (discount and surcharge included to the maximum). The discount rates or mark-up rates (in%) listed in the discount or surcharge table are granted on the catalogs and / or public tariffs of the holder applicable to theall of the customers and are invariable throughout the duration of the market.
