Provision of insurance services - group life risk insurance for DG Enforcement staff and its territorial offices for a period of 3 (three) years

The subject of this public procurement includes the provision of insurance services - grtrusts life insurance risk for the staff of DG Enforcement and its territorial services for a period of 3 (three) years.

The subject of this procurement is the provision of insurance services - group risk insurance " Life "for the staff of DG Enforcement and its territorial services for a period of 3 (three) years.

Cthe scope of the procurement is the provision of life insurance for 4 454 (four thousand four hundred and fifty-four) staff members by DG Enforcement and its territorial services. The categories of employees, the risks and responsibilities covered, the sums insured, the manner and terms of payment of premiums and benefits are described in detail in the technical specification

The participant must have a valid (permit) for performing insurance activity and a license (permit) for the subject of the public procurement, valid under Art. 29 of the Insurance Code or equivalent document for carrying out an insurance activity under the law of the country in which the participant is established.

When submitting a tender, the participants declare compliance with this selection criterion only by completing the relevant section in a single European Procurement Document (OEDOP) - Part IV, Section A "Eligibility" of OEDOP. person, proof of the requirement is made by completing the relevant section in the EDES, which is submitted by themmembers of the association who are engaged in the performance of the insurance activities. Where the tenderer envisages the participation of subcontractors, proof of suitability shall be made by completing the relevant section in the EDES which is submitted by the subcontractor (s) who will perform the insurance service.to submit a document proving that he has the right to carry out insurance activity for the relevant type of insurance on the territory of the Republic of BULGARIA, incl.

when submitting a tender, the participants fill in only the relevant section in the EDES.

The contracting authority does not place requirements on the economic and financial situation. Pursuant to Art. 104, para. 2 of the PPL inconnection with Art. 104, para. 3 of the PPA the evaluation of the technical and price proposals of the participants will be carried out before the preliminary selection. The actions of the Commission shall be carried out in accordance with Art. 61 of the RAPPP

2. The guarantee for performance of a public procurement contract is 3% (three percent) of its value excluding VAT. The guarantee shall be presented in one of the following forms:

a) a cash depositbut at the expense of the contracting authority;

b) bank guarantee in favor of the client; or

c) insurance that ensures performance by covering the contractor`s liability.

The contractor chooses the form of the guarantee himself.

3. Where a party to the procedure is a non-legal entity, a copy of the document establishing the merger shall be provided, as well as the following information regardingpublic procurement:

1. the rights and obligations of the participants in the association;

2. the distribution of responsibility among the members of the association;

3. the activities that each member of the association will perform.

The members of the associations should appoint a partner to represent the association for the purposes of the procurement and agree on joint and several liability of the members of the lunches.the opinion in the execution of the contract, where such is not provided for in the applicable legislation.

4. A participant for whom any of the circumstances under Art. 54, para. 1 and Art. 55, para. 1, item 1, 3, 4 and 5 of the Public Procurement Act

The assignor shall remove from participation in the procedure also:

- participants - related persons within the meaning of - 2, item 45 of the Public Procurement of the Public Procurement Act,

- a participant who does not Fr.comply with the selection criteria set or fail to comply with any other condition set out in the contract notice or in the documentation,

- a tenderer who has tendered a price higher than the estimated contract value of the contract in this notice,

- a tenderer who has submitted a technical proposal for the execution of the order, which does not answer nand the requirements of the technical specification and the conditions of the order,

- the circumstances under art. 3, item 8 in connection with Art. 5, para. 1, item 3 of the Law on Economic and Financial Relations with the companies, registered in jurisdictions with preferential tax regime, the persons controlled by them and their real owners,

- a participant who has not submitted in timethe justification under Art. 72, para. 1 PPA or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the Public Procurement Act,

- the circumstances under Art. 69 of the Anti-Corruption and Forfeiture of Illegal Acquisition Act.

According to Art. 67, para. 1 of the PPA, when submitting the tender, the tenderer declares no grounds for removal from the procedure and compliance with the criterions for selection through the presentation of EDES. The documents proving the information specified in the EDES may be additionally required under the conditions of Art. 67, para. 5 and 6 of the Public Procurement Act.
