TBO - Fluid sampling and analysis
Part of the TBO deep borehole project is the characterisation of deep aquifers. The subject of this tender is the collection of water and gas samples at the drill site, subsequent analysis of the samples in laboratory, including relevant QA/QC measures, as well as the thorough documentation of the performed tasks and of the results. The depth of the sampled aquifers is expected to range between 30 and 1 400 m. The work requests: collection of water and gas provided by the hydraulic packer testing company; sampling of gas at the well head in the presence of high gas content; on-site measurements: pH, redox, EC, titration of m- and p-value, etc; on-site sample handling (filtration, stabilisation, etc) required for high-quality analysis of individual dissolved ions, redox species, stable and radiogenic isotopes, dissolved noble gases, etc; sample preservation and organisation of the transport to the laboratory; laboratory analyses; documentation of all activities and analytical results.

Conditions for countries not party to the WTO agreement: None, as far as respective country grants equivalent counter-rights.

Negotiations:
Basic procedural principles: The Operator will sign the contract only with partners, which commit to comply with the occupational health and safety regulations and working conditions valid for employees in Switzerland and in the specific location for the performance of the work, as well as with the existing regulations. Furthermore, for the services performed in Switzerland under the Project or the Work, the Contractor commits to maintain wage equality for men and women.
Additional information: Nagra reserves the right to freely award further similar tasks related to this basic contract (submission decree of the canton of Aargau § 8, para. 3, lit. i).
Procedures for appeal:
1) An objection against this call for tender can can be made within 10 days from its publication at the Administrative Court of Canton of Aargau, Obere Vorstadt 40, 5001 Aarau. The standstill of deadlines in accordance to the Swiss civil procedure law does not apply in this case.
2) The objection has to be submitted in written form and should contain a motion and a justification. This includes:
(a) the indication on how the Administrative Court should decide
(b) and to demonstrate on which grounds this decision should be made
3) An objection which does not comply with the requirements described under Points 1 and 2 will not be taken into consideration.
4) The contested tender should be specified, and all the possible evidence should be described and enclosed whenever possible. The objection has to be signed.
5) The contestant has to assume that a cost risk is associated with any objection: as a general rule, the losing party shall bear the procedural costs and, if applicable, the attorney fees of the adverse party.
Deadline / Remarks: The fully completed and legally signed proposal, together with all the requested supplements, has to be submitted in two hard copies (one original and one marked colour copy). Additionally, one USB-stick with the complete proposal has to be submitted. In case of discrepancies between the paper and the electronical submissions, the signed physical offer shall be valid. The written offers have to be received by Nagra latest at the stated deadline. Offers arriving after the deadline will not be evaluated and will be returned unopened.
Remarks (Desired deadline for questions in written form) Questions are to be submitted in English in the forum of www.simap.ch until above stated deadline. Questions arriving after the deadline will not be answered. The answers will be published by 7.9.2018 on the same forum.
