MINIMUMThe technical specifications are set out in detail in the Technical Specification - Annex No.1 to the documentation for participation.

The Contracting Authority does not put any selection criteria on the participants regarding the fitness for exercise of the professional activity.

The Contracting Authority does not set selection criteria, which relate to the economic and financial situation of the participantscontract for the execution of the contract is 5% of the value of the contract without VAT. The participant designated as a contractor shall choose the form of the performance guarantee itself. The guarantee shall be submitted by the contractor prior to the conclusion of the contract in the form of: (a) a sum of money deposited in the account of the contracting authority; or (b) an unconditional and irrevocable bank guarantee in an original issued in favor of the contracting authority; andthe contractor shall provide proof that the amount has been paid into the account of the contracting authority: Paisii Hilendarski University of Plovdiv, IBAN: BG33UNCR75273154632000, BIC code UNCRBGSF, bank: Unicredit Bulbank AD. The bank guarantee for execution is issuedbut for the benefit of the Paisii Hilendarski University of Plovdiv and is irrevocable, unconditional and required on first demand and comes into force on the date of its issuance and has a term of validity equal to the term of the contract extended by 1 month. bank guarantee is at the expense of the contractor.

When the performance guarantee is insurance, the contractor shall hand over to the contracting authority an original copy of thean insurance policy in which the contracting entity is designated as a third party beneficiary. The insurance policy should meet the requirements set out in Section VI "Performance Guarantee. Advance Payment Guarantee "of the public procurement contract annexed to the tender dossier.

The terms and conditions for the detention or release of the performance guarantee are set outin the contract for public procurement. The Contracting Authority releases the guarantees without interest for the period during which the funds have been legally staying with it.

The Contracting Authority shall provide for an advance payment of 30% of the value of the contract. The advance payment shall be made within 10 days of receipt of a contract letter from the contractor and submission by him of an original invoice as well as aproviding a guarantee up to the amount of the funds provided for payment. The guarantee shall be provided at the choice of the contractor in one of the forms referred to in Art. 111, para. 5 of the Public Procurement Act.

The Contracting Authority shall remove from participation in the procedure for the award of a public procurement a participant, for whom one of the grounds referred to in Art. 54, para. 1, item 1-7 of the PPL.

The Contracting Authority will remove from participation in the procedure forthe award of a public procurement contract, for which one of the circumstances referred to in Art. 55, para. 1, item 1 of the PPL.

The Contracting Authority will remove from participation in the procedure:

1. participants who are related parties; a participant who is not entitled to participate in public procurement on the grounds of Art. 3, item 8 in conjunction with Art. 5, para. 1, item 3 of ЗИФОДРУПДРКЛТДС, except when the conditions under Art. 4 ofthe law; a participant who is not entitled to participate in public procurement on the grounds of Art. 69, para. 1 and para. 2 of the Law for Counteracting Corruption and for Removal of the Acquired Property.
