Request for proposals (RPF) from qualified software vendors for multidisciplinary teams for implementation of software to promote general digital services for Iceland.

Stafraent Island, (Digital Iceland) on behalf of the Ministry of Finance and Economic, has initiated a request for proposals (RPF) from qualified software vendors for multidisciplinary teams for implementation of software to promote general digital services for Iceland up to 18 teams from qualified participants will be selected for a 3-year general contract to participate in this project. Final selection of the teams that will be involved in programming and implementing selected software services and selected software, will be based on grades given in this RFP and/or potential 'micro-RFPs' that will take place during the contract period.

The teams will work in collaboration with the buyer for projects for new web systems and a new website island.is as a central service portal. The final buyers will be the Ministry of Finance and Economic as well as various government agencies. The projects in question revolves around the new development of digital services, which falls under Stafraent Island (Digital Iceland) and island is the actual purchasers of individual projects can be various institutions and ministries.

Stafraent Island has defined a policy regarding technology and software (see website below). All projects and software resulting from this RFP will adhere to this policy. The policy might evolve during the contract period and can affect procedures, projects and software being developed.

All products resulting from projects related to this RFP will be the property of the purchaser and can and/or will be reused in part or in whole in other projects. Software created on the basis of these projects is considered open and free, cf. the definition of the term on the website of the Government of Iceland and the technical policy of island.is

A contract will be made with up to 18 teams of 3 major types (up to 6 teams of each type).

Self-service team (4-6 persons): a team that specializes in design and programming processes/applications. Emphasis is placed on teams being able to solve complex processes from the user's experience and deliver results in the backend system of the relevant service provider/organization based on the island.is technical policy. Teams should include at least a designer, general programmer, full stack programmer and submission and testing manager.

Webteam island.is (4-6 persons): teams need to have knowledge of user-centered design, based on user experience and user interface design and implementation. Emphasis is placed on the overall interface design and front-end programming new website island.is Teams should include a designer, a content designer, general programmer, full-stack programmer and submission and testing manager.

Webservices team (2-3 persons): the webservice team will focus on strengthening and analyzing the web services (APIs) that are developed within participating agencies and will be used for island.is through the Stream (X-Road). Developers must have in-depth knowledge of backend programming and web services (SOAP and REST). Teams are responsible for supporting organizations with a focus on web services that will be used on island.is through the stream.
