The subject of the contract is the creation of the JPPUS Uniform Approach to Spatial Data and Services project, which will provide tools and procedures for working and publishing standardized spatial data., deployment, training, consulting, system integration, security and operational support and maintenance (operational support or support services) and further development (development services)

The Uniform Approach to Spatial Data and Services project is part of the solution of the principles defined in thestrategic priority Data management, which also includes spatial data. The issue of system management of quality and availability of public administration data requires professional coordination of data life cycle processes such as data collection, cleaning and processing, as well as technical operations and professional assistance in the use of modern analytical tools. The state creates and updates large quantitiesspatial data, but their reuse is far below their potential. Existing experience in the field of harmonization of selected key spatial reference data (Themes in Annex 1 of the INSPIRE), as well as the availability of priority spatial data from the environmental field, confirm the high level of demand for achieving the required degree of cooling as well as low readiness.

This non-systematic approach to creating and sharing spatial data, often results in inefficient use of public resources and, ultimately, inadequate access to spatial data, respectively this access to spatial data is narrowly limited, thereby violating the principle of one time . This also affects their quality, as they dothe limited possibilities of spatial data exchange eliminate the natural pressure to increase the quality itself and it is very small OVM, which, for example, cooperates proactively with users in the processing of their balneology also in the area of data and services quality improvement. Spatial Information Register -RPI (support for meta-data, data models, transformations) and its subsequent unified interconnection with the National Geoportal (visualization, mapping) and the web site of the National Spatial Information Infrastructure (content management system, spatial data utilization tools). At the same time, it will constitute a single entry point for those interested in spatial data at national level, through which I can effectively search, display, evaluate and then either directly use, save or, if necessary, purchase the required spatial data. The project focus is a new IT solution, which, after its completion, will ensure the integration of RPI and the expansion of its current possibilities.

Public procurement may be attended by an economic entity that fulfills exhaustively determined conditions for participation in relation to personal status pursuant to - 32 para. 1 of the Public Procurement Act. The applicant shall prove the fulfillment of the conditions for participation concerning personal status according to - 32 para. 1 of the Public Procurement Act, documents pursuant to - 32 par. 2 of the Public Procurement Act, resp. according to - 32ods.

The economic operator may provisionally replace the documents proving the fulfillment of the conditions of participation in JED pursuant to - 39 para. 1 of the Public Procurement Act. Demonstration of the conditions of participation is also done to the contracting authority in accordance with - 152 para.
