Ticketing and Fare Collection System

The purpose of the procurement is to award a contract for the development of a ticketing and fare collection system. The object of the procurement and the contract is to create a digital environment for transport services, to foster the creation and know-how on intelligent transportation and, also, create new business opportunities for transportation service providers and other businesses. The system will be used as the platform for the development of the services.

The purpose of the procurement is to award a contract for the development of a ticketing and fare collection system. The object of the procurement and the contract is to create a digital environment for transport services, to foster the creation and know-how on intelligent transportation and, also, create new business opportunities for transportation service providers and other businesses. The system will be used as the platform for the development of the services.

The procurement is related to a project that aims at finding solutions to transportation challenges especially in areas where the number of customers and population density are low. The main challenges are:

— how to create demand in public transportation,

— how to find economical alternatives for scheduled route-based public transportation,

— examine if the means of shared transportation can be utilised in rural areas.

As a result of the procurement, the digital transportation environment will create a commercial interface for ticketing and other services to all willing to utilise the data created in the developed digital system.

The contract covers the supply of a ticketing and fare collection system, development of APIs in cooperation with the Contracting Authority and other service providers wishing to integrate their services with the system. The system shall be open and easily jointed to service providers' applications. The system shall be an ID based system, i.e. each client will have his/her own account (travel account) which collects client's travelling and payment information and also, any information on travel subsidies. The development of the Fare Collection system should provide answers to the following needs:

— the public transportation (busses mainly) requires tools and clear administering and displaying of the routes and easy payment solutions,

— taxis and alternative means of shared transportation,

— needs to allocate the subsidised transportation, especially attached to social and health services, to the travel account,

— connecting different service applications, such as on-demand transportation, to the system.
