Any natural or legal person, as well as their associations, may be a participant in the procurement procedure, in accordance with the law of the country in which the person is established and entitled to perform:

- for OP 1 and OP 3 - manufacture, import or wholesale of (alternatively) medicinal productsand on the subject of the special position in accordance with the standards of the LMPHM,

- for OP 2 - wholesale of medical devices in accordance with the norms of the media,

- for all OP - activities with sources of ionizing radiation (SIR).

Participants be registered as a trader under Bulgarian law or under the law of a Member State of the European Union or a State Party to the AgreementThe European Economic Area.

In order to demonstrate compliance with these requirements, participants should indicate in the EEEPP - item 1) of Table A "Eligibility", Part IV "Selection Criteria" the necessary information (numbers of relevant documents, date of issue, the publisher of the document, the period of validity, and the Internet address on which the document was published when(applicable) for each of the documents held and declared by him.

Documents of proof: to be submitted upon signing a contract or at the request of the committee appointed to carry out the procedure:

- for OP 1 and OP 3 - a copy certified by the participant of a marketing authorization for medicinal products or a certificate of registration for wholesale trade in the territory of the Republic of BULGARIAof the persons holding a permit for this activity, issued by a regulatory body of the respective Member State, or an import permit, or a production permit, issued in accordance with the LPPMM - Art. 195, Art. 196,

- for OP 2 - certified copy by the participant of a certificate or permit for wholesale trade in medical devices, issued by the BDA Executive Director,

- certified by the participanta copy of a valid SIR license issued by the NRA. The license should correspond to the quantity and activity of the subject of the lot,

- a certificate from the Registry Agency.

Since the scope of the subject of the contract is the supply of medicinal products, medical supplies and radiopharmaceuticals to the ONM, pursuant to Art. 47, para. 10 (effective until 1.11.2019) by the PPPOP the assignorallows submission of one application / one eEEDOP for all offered by him nomenclatures and / or lots.

In addition to their technical proposal, participants must also submit: a copy of a valid license for the transport of radioactive substances certified by the participant in accordance with Art. 15, para. 3, item 5 of ASUNE issued by NRA. If the participant is a foreign person - have a similar document in accordance with the law of the country in which it is established. The assignor will conclude one contract with each studentfor all products for which it is designated a contractor. The contract will be in accordance with the project attached to the documentation, supplemented with all the proposals from the bid / offers of the tenderer, on the basis of which he / she has been selected as a contractor, provided that the latter submits the documents and takes the necessary actions under Art. 112 of the PPL. Participants should bid for a bidper product, rounded to the second decimal place. There is no mistake in the bid - technical, total, difference between the number and the word, etc. p.

When a participant submits an application for participation in more than one nomenclature under Lot No 1 and / or OP No 2, he / she shall complete such separate opaque envelopes with the inscription `Proposed price parameters for OP No ..., nomenclature No ... ", indicating the heading number and the nomenclature as far as the nomenclature is involved. For OP No 3, a single price offer is presented, including all the nomenclature in the specification.
