International call for tender for the award of a general services contract with the aim of adding functionality and conducting security studies to the information system.

Reference Number: 15.10.2012 The Ministry of Labor Information System was put into productionSocial Affairs, which enables the submission of SEPE competence forms electronically. and OAED, in accordance with Decision No. 17227/32 of the Minister of Labor and Social Affairs, published in Government Gazette B `2346 / 22.8.2012.

Main Site: The main execution site is at offices of the central services of the Ministry of Labor (29 Stadio and 10 Agisilaou str.) in Athens, CentralAthens Sector.

The project aims to homogenize the monitoring of subordinate employment, to better support the audit mechanism and to speed up the procedures of Law 2643/98. Also, in the context of this project, the EU Regulation will be analyzed. 679/2016 GDPR and the Cyberspace Information System (GIS) Error, as found inin its current form, but also with anticipation for future upgrades, changes in security and preparedness, resilience to cyber-attacks.

The contract award criterion is the most advantageousan economically advantageous tender, based on an optimal quality - price ratio, which is evaluated on the basis of criteria. See paragraph 2.3.1) of the Declaration Issue.

For the valid participation in the process of conclusion of this contract, the participating economic operators (bidders) shall submit a letter of guarantee of three thousand nine hundred ninety-nine euros (3 999, 00 EUR). It is analyzed in paragraph 2.2.2.1) of the Declaration Issue.

The right to participate in the process of conclusion of this contract is reserved to natural or legal persons and, in the case of associations of economic operators, their members established in:

a) Member State of the Union.

(b) Member State of the European Economic Area (EEA).

(c) third countries that have signed and ratified the GPA;insofar as the contract to be awarded is covered by Annexes 1, 2, 4 and 5, and the general notes on Appendix I to the said Agreement, and

(d) to third countries which do not fall under subparagraph (c). ΄ of this paragraph and have concluded bilateral or multilateral agreements with the Union on public procurement procedures. It is analyzed inSection 2.2.1) of the Declaration Issue

For the last 3financial years (2016 - 2018), up to a maximum of 200% of the project budget (excluding VAT), depending on the economic operator`s creation or commencement of operations. that is, at least three hundred and ninety-nine thousand nine hundred euros (EUR 399 900.00) currency (EUR).is for a period of less than three (3) management years, then the average total turnover, for those management years active, should be greater than or equal to 200% [project budget (excluding VAT)].

The right of participation of economic operators, and the terms and conditions for their participation as set out in paragraphs 2.2.1) to 2.2.8), shall be considered when submitting a tender when submitting the supporting documents hereof. paragraph and at the conclusion of the contract in the cases of article 105 par. 3 c of Law 4412/2016. (Article 2.2.9.2 of the current Declarations)

In the event that an economic operator or association thereof is based on the capabilities of other entities in accordance with paragraph 2.2.8) herein, the entities on which it relies shall be required to submit supporting documents proving that the reasons are not excluding paragraph 2.2.3) hereof and meeting the relevant selection criteria, as appropriate(paragraphs 2.2.5 and 2.2.8 of the Declaration Issue)

Bids shall be submitted, in accordance with the requirements set out in Annex I to the Declaration, for all the services described.

Alternative bids shall not be permitted. a bid, which must be signed electronically, either by all the economic operators forming the association orby their representative, legally authorized. The tender must specify the extent and type of participation (including remuneration) of each member of the association, as well as its representative / coordinator. 2.2.2.1 of the issue), deposited by the participantsbidders` guarantee letter of participation, amounting to three thousand nine hundred and ninety-nine euros (EUR 3 999.00). In the case of an association of economic operators, the participation guarantee shall also include the condition that the guarantee covers the obligations of all economic operators participating in the association.

The participation guarantee must be valid for at least 30 days afterexpiry of the period of validity of the bid referred to in Article 2.4.5). otherwise, the offer will be rejected. The contracting authority may, before the expiry of the tender, ask the tenderer to extend, before their expiry, the period of validity of the tender and the tender guarantee. Article 72 par. 1 b) of Law 4412 /2016, which amounts to 5% of the contract value, excluding VAT, and is deposited before or at the time of signing the contract. may be extended by a maximum of a period equal to the initial duration specified above. In time of validitythe offer does not include / count the time required to consider a possible appeal for a preliminary ruling from the Preliminary Examination Authority.
