If, after finalizing the examination of the qualification documents and the technical offers, there will be equal prices (identical financial offers), being also the contracting authority will require only these economic operators a new financial offer for that lot, which will be submitted to SEAP, in which case the contract will be awarded to the tenderer whose new financial offer has the lowest price for that lot. The offer form and the financial offer centralizer will be sent. If the bidder does not respond to the request to submit a new financial offer, it means that he maintains his initial financial offer. If after the first refreshment-the contracting authority will again request new financial offers only to these economic operators and will be sent to SEAP, in which case the contract will be awarded to the tenderer whose new financial offer has the lowest price for that one lot. We will send the offer form and the financial bidderthe awarding authority will refer to several lots, the contracting authority will only load it into the SEAP at the first of these lots (the same will be the response, will be loaded by the bidder only at the lot where the request was loaded)
Requests for clarification and bids are only sent in the SEAP.
In order to submit requests for clarifications regarding the awarding documentation, the economic operators willgistra in SEAP (www.e-licitatie.ro), as an economic operator, according to the provisions of art. 5 par. (1) of H.G. no. 395/2016 and will transmit the requests taking into consideration the contracting authority's deadlines provided in art. 160 161 of Law no. 98/2016. The communication of the outcome of the procedure will be sent via SEAP or by e-mail to the e-mail address indin the DUAE. To view the attribution documentation uploaded in the SEAP, it is necessary for the economic operators to hold / install on the workstation, the application that allows checking the electronic signature and viewing the electronically signed documents (available on the websites of the electronic signature providers). The maximum allowed size of uploaded SEAP files is 40Mb, their number is unlimited.
