Design, production and dissemination of myenergy infopoint communication supports

The market is about the activities that myenergy conducts in the context of myenergy infopoint, plus specifically the design and production of communication media and, where appropriate, r printing and distribution. The myenergy infopoint service, formalized by a convention between myenergy and the commune (s), includes, firstly, a basic energy council for the inhabitants, and, second, a rather technical assistance to the municipality (s) ( s) always related to the topics of construction, renovation and sustainable mobility. Today 100 of the 102 cLuxembourgish municipalities are part of the myenergy infopoint network (an infopoint can bring together several municipalities). There are currently 21 myenergy infopoints. Together, this allows nearly 600, 000 inhabitants to benefit from the services offered by the communes and myenergy, at home or in one of the 50 offices located in the immediate vicinity of their home.do not myenergy as part of myenergy infopoint, more precisely the design and realization of communication media and, where appropriate, their printing and distribution. To ensure the visibility of the myenergy infopoint and to inform the inhabitants of the services and events that are proposed to them, myenergy sets up with the municipalities a certain number of information supports and information elements. The subject of this submission isto assign an order to a service provider to support the graphic adaptations of existing documents and media or to create them on the basis of its graphic charter (see Annex 3 of the specifications). In this case, the production and distribution of the different documents will also be requested. It should be noted that it is not appropriate to develop a new graphic charter, butgood to decliner on the various media of communication.

With a view to ensuring that the tenderer is not excluded from participation in the procurement procedure on the basis of grounds referred to in Article 29 of the Law and to evaluate compliance with the selection criteria defined in accordance withArticle 30 of the law, the bidder will include in his bid file, under pain of inadmissibility, his (DUME). The tenderer will make sure to use the xml version specific to this market which is part of the documents published by myenergy on the public markets portal. More specifically, tenderers are requested to visit the European Commission's DUME site (https: //ec.europa.eu/tools/espd/), click on the option, then and then select the backup file previously locally. Once all the information is given, a new file is downloaded from the site and attached to the application. In addition, the tenderer is requested to complete the identification form in Annex 1.

More specifically, tenderers are requested to visit the European Commission's DUME site (https://ec.europa.eu/tools/espd/), to click on the option, then and then to select the backup filee previously locally. Once all the information is given, a new file is downloaded from the site and attached to the application. The opening of the bid will take place on the 4th.2.2019 (14:00) at the head office of myenergy at 28, rue Glesener in L-1630 Luxembourg. General: the tender dossier can be downloaded from the public markets portal (http://www.pmp.lu). The offer must be written in French and must contain all the following documents and information:

- the DUME and the information sheet (Annex 1 of the specifications) required in pointVI of the specifications,

- the note and the file of presentation required in point VIII.A) of the specifications,

- the price schedule (annex 2 of the specifications) required in point VIII.B) of the cahier des charges charges.

Any offer that does not contain such information and documents will be removed. The offer must be signed by the person or persons legally entitled to represent thetenderer. Transmission channel: tenders must be electronically posted on the public markets portal. This invitation to tender and the resulting execution of the contract are governed by the law on public procurement. The award of the contract is subject to an open European procedure, in accordance with the provisions of the law of 18.4.2018 on public markets, modifiee (hereinafter) and the Grand-Ducal Regulation of 8.4.2018 implementing the Public Procurement Act of 8.4.2018 and amending the threshold provided for in article 106 point 10 of the amended communal law of 13.12. 1988 (hereinafter). The order will be concluded for a period of 12 months from 4.3.2019. It ends automatically, without further formalities and without possibility of reconduction (automatic) on 3.3.2020. In accordance with art. 20 (1) (g) of the Act, the order may be renewed on the basis of a negotiated procedure for a period of 12 months beginning on 4.3.2020 and ending on 3.3.2021. The market is linked to a project co-financed by the European Regional Development Fund (ERDF).
