Sports Betting Service and Managed Trading Services
The purpose of the procurement of a new sports betting service is to secure the competitive offering of Veikkaus sports betting products in Finland. In spite of the Finnish monopoly, there are no IP-address or money transfer blocking in place for gaming services. Therefore, the competition is fierce in the digital channel. Veikkaus has been able to sustain the market share quite well. However, there are some signs that the market share will decline if Veikkaus is not able to match the competition with better sports betting experience.
The high level scope of the procurement is:
1) Sports Betting Platform including the relevant integrations (as a service). The service contains the full implementation of a Sports Betting Platform covering at least the following:
— comprehensive fixed odds and pari-mutuel sports betting management tools,
— fixed odds betting engine,
— universal data feed aggregation layer,
— RESTful API frontend layer,
— Retail integration,
— 1 phase: integration to existing betting engine by replicating the current transfer files (XML),
— 2 phase: integration to new retail software that will be rolled out together with new terminals during 2021,
— integrations to Veikkaus other systems (PAM, Wallet, Accounting, CRM, DW, retail coupon, teletext, …),
— integration to official control interface,
— in addition all supporting modules included in normal customer delivery.
2) Managed Trading Services (MTS) Veikkaus is procuring a comprehensive MTS package from the Supplier. MTS works means various responsibilities related to the event life cycle containing for example the following:
— configuration,
— event selection,
— player/team/competition specials and other complementary offering,
— participant list updates,
— trading,
— risk management,
— resulting,
— event life cycle process monitoring,
— incident management related to the event life cycle,
— betting offer optimization by weekly reviews,
— promotional betting offer planning and execution,
— performance reporting and analytics.
The subject matter of the procurement is described more in detail in Annex 1 (Description of the Subject Matter of the Procurement) and Annex 2 (Requirements and Evaluation Criteria).
Requirements are specified on the ESPD form and in Annexes of this call for competition. Tenderer must meet the stated requirements.
