Economic operators will be able to request clarifications 15 days before the deadline set for submitting tenders. Contracting authority vto respond in (within 11 days) the 11th day before the deadline for submission of tenders, clearly and completely to all requests for clarification / additional information. The lists of the quantities of services to be provided are attached to the specifications for each batch.

Main Site: Planning units within the O.S. Brad`s Meadow.

- Maximum estimated value of the framework agreementforest ridges in managed forests = RON 251 589.00,

- The minimum estimated value of the framework agreement = RON 231 988.00,

- The value of the largest subsequent contract lot III = 242 221.00 RON,

- The value of the most small contract subsequent to lot III is = 231 988.00 RON.

Declaration regarding the non-compliance with the provisions of art. 164, art. 165 and art. 167 of Law no. 98/2016 regarding public procurement.

MoCompliance: will submit the DUAE (prepared according to the standard form approved by the European Commission at the URL: https: //e-licitatie.ro)

Details: the DUAE form is made available to the bidders in the "Documentation and clarifications" section.

(a) In the case of submitting an offer to the association, each associate has the obligation to demonstrate the fulfillment of the requirement.and the eventual subcontractors. In the case of submitting an individual / joint offer technically-professionally supported by third party / third party supporters, each sponsor has the obligation to demonstrate the fulfillment of the requirement. Confirmation documents of the associates / subcontractors / third parties will be presented, following the request of the contracting authority, by the tenderer ranked on the spotI in the intermediate ranking,

(b) Framing in one or more of the situations provided in art. 164, art. 165 and art. 167 of Law no. 98/2016 regarding the public procurement, attracts the exclusion of the tenderer from the procedure for awarding the contract,

(c) The tenderer ranked first after applying the award criterion on the admissible tenders proves the non-classification in the situations dit is exclusion, by presenting, at the request of the AC, as a rule the following information and documents:

- certifying certificates regarding the lack of debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the moment of presentation; op. foreign economic agents will submit equivalent documents issued in accordance with the legislation din the respective country,

- the criminal record of the economic operator and of the members of the administration, management or supervision body of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certificate a statement issued by the ONRC / the constitutive act,

- as the case may be, documents proving that athe economic operator can benefit from the derogations provided in art. 166 para. (2), art. 167 paragraph (2), art. 171 of the Law 98/2016 on public procurement,

- other supporting documents, as the case may be.

The bidders, the third-party supporters and the subcontractors must not be found in the provisions of art. 60 of Law no. 98 / 2016.

Fulfillment mode: filling in the form in the section "Forms"and its submission by the economic operators with the DUAE form until the deadline for submission of offers.

The bidder / candidate has the obligation to beie legally registered and have the right to provide / provide the products / services required by this documentation. The object of the contract must have a correspondent in the CAEN code from the certifying certificate issued by ONRC.

Initially the economic operators will complete the DUAE [according to art. 193 para. (1) of Law 98/2016]. Only at the request of the contracting authority will the certificate of constclerk issued by the Trade Register Office.

Mandatory document: certifying certificate issued by the Trade Register Office. The information contained in this document must be real / valid at the deadline for submission of tenders.

1) On site . in which several offers have been declared admissible by the contracting authority and are classified on the pricemuch place and they have equal prices, ACva requests clarifications by uploading SEAP by the economic operators of new documents containing new prices;

2) AC has the right to request the bidders in exceptional circumstances before the expiration of the validity period of the offer extension of this period. In case of extending the period of validity of the offer it will be extended inappropriately. The bidder has the obligation to communicate the AC whether or not it agrees with the extension of the validity period of the offer. The bidder who does not agree with the extension of the validity period of the offer is considered to have withdrawn his offer without this fact attracting the loss of the participation guarantee;

3) The bidder will present a statement accepting the contract termsincluded in the contract model from the award documentation. On site. in which there are objections to the draft contract, respectively modifications of the contractual clauses or the addition of new clauses, the possible proposals for modification / completion / elimination of contractual clauses will be formulated in writing with justifications and submitted with the qualification documents. If the proposals are disadvantageousif for the AC it reserves the right to reject them by informing the tenderer. If the bidder does not waive these clauses, AC will classify the offer as non-compliant and reject it. In the event that the tenderer calls on an association with other operators, third-party supporters or subcontractors, they will complete a DUAE form that includes the requirements of the head. IIIii.2 "Conditions of participation", in the contentsThe offer will be included and the commitment (s) third party statements / association agreement / declaration regarding the parts of the contract that are subcontracted and only the operator ranked first in the intermediate ranking will present these documents.
