The subject of the public procurement is the supply of food products for the needs of the chairs of CSPP - Varna and CSPP according to PSPP - Varna at the Ministry of Interior, upon the following separate positions:

Main Site: Chairs of CSSPP - Varna, 12A Yan Hunyadi Blvd.one delivery unit for bread, pastry and fresh pastry is: white bread sliced 80, 000; feed 600 kg; pasta 900 kg; semolina 440 kg; baskets 9 000 pcs .; marmalade muffin 10 000 pcs .; 18, 000 croissants; dough 2 500 kg; pasta with caramel, chocolate or fruit 16, 000; eclair of chocolates 12 000 pcs .; negroes 14, 000; flour 2 800; fruit tartlets 8, 000; Tutmanik 6 000 pcs .; sausage 5200 pcs

The participant must have at least 1 (one) number of establishments for production and / or wholesale and / or retail sale of foodstuffs of animal and non-animal origin with the scope of registration, including the respective group of food products in the separate a position registered with the Regional Directorate of Food Safety (FDA), pursuant to Art. 12 of the Food Act.

In a participant uniteation of natural and / or legal persons any natural / legal person involved in the grouping which will supply the goods must have a production and / or retail outlet for food of animal and non-animal origin., with the scope of the registration, including the relevant food group under the heading, according to the person`s performanceactivity issued by the relevant RFSD. National registers of food production and marketing establishments shall be public and published on the Internet (Article 14, paragraph 3 of the Food Act). .

Note: if more than one lot is involved, the requirement appliescumulative for food groups. The establishment may be one but with registration for production and / or wholesale and / or retail sale of food of animal and / or non-animal origin, depending on the relevant position applied for. Part IV "Selection Criteria", Section A "Eligibility", Item 1 of the OEDOP, stating: nationthe databases containing the declared circumstances or the competent authorities which, under the law of the country in which the participant is established, are required to submit information, incl. and information on the establishment for production and / or wholesale and / or retail sale of foodstuffs, which it has at its disposal: indication of the number and date of registration of the establishment in accordance withabout Art. 12 of the Food Act (for foreign persons, according to the legislation of the respective country).

In the cases of Art. 67, para. 5 and Art. 112, para. 1 of the Public Procurement Act shall present a certified copy of a certificate for registration of a facility for production and / or wholesale and / or retail sale of food of animal and non-animal origin in accordance with Art. 12 of the Food Act by the relevant competent authority underlocation of the site with the scope of all types of food products by groups, subject to the lot for which it is participating or equivalent.

The contracting authority does not set requirements regarding the selection criterion: "Economic and financial status".

1. The contracting authority takes advantage of the opportunity given to him in Article 104, paragraph 2 of the Public Procurement Act and provides that the commission shall carry out the evaluation of the price proposalsto participants before pre-selection (so-called inverted order)

2. The contracting authority shall remove from participation in the procedure a participant for whom any of the following circumstances exist: under Art. 54, para. 1, Art. 55, para. 1, item 1 of the Public Procurement Act; under Art. 3, item 8 and art. 4 of the Law on Economic and Financial Relations with Companies Registered in Preferential Tax Jurisdiction Jurisdictionspersons and their real owners; under Art. 69 of the Anti-Corruption and Forfeiture of Illegal Acquisition Act.

3. The Contracting Authority shall remove from participation in the procedure:

3.1. Bidder who does not meet the selection criteria or does not fulfill the other condition specified in the contract notice or in the documentation;

3.2. Bidder who submitted an offerwhich does not comply with: Law listed in Annex 10 of the Public Procurement Act;

3.3. A participant who has not submitted the justification under Art. 72, a1 of the PPA or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the Public Procurement Act;

3.4. The tenderer has submitted an offer that does not qualify for submission, including form, method, term and validity;

3.5. A person who has violated the prohibition under Art. 101, para. 9 or para. 10 of the PPA.

When the participant envisages the participation of subcontractors in the execution of the contract or will use the resources of third parties, indicatethe above requirements also apply to subcontractors and third parties;

3.6. Bidder who, upon invitation by the contracting authority and within the period specified by him, does not extend or confirm the validity of his offer;

3.7. A tenderer who has tendered a price higher than the total estimated value of the contract or lots, as determined by the contracting authority, Depending on whether it is involved in one, several or all lots.

When the participant envisages the participation of subcontractors in the execution of the contract or uses the resources of third parties, the above requirements apply to subcontractors and third parties.

4. Prior to signing the contract, in addition to the required documents, the contractor also provides a guarantee, securesamounting to 5% (five percent) of the contract value excluding VAT for each lot. The guarantee shall be provided by the contractor upon conclusion of the contract in one of the following forms:

a) a sum of money deposited into the account of the contracting authority; or

(b) a bank guarantee, in the original, issued in favor of the contracting authority; or

c) insurance that enforces enforcement by covering the liability of the executorthe noun. The assignor should be listed as a third party beneficiary of this insurance.

5. At the stage of concluding the public procurement contract, the contractor shall submit a declaration under Art. 59, para. 1, item 3 of the Law on Measures against Money Laundering.
