The contracting authority does not and does not set minimum requirements for the participants for having a fitness for professional activity as a criterion forteam in this contract.
The contracting authority does not impose economic and financial requirements on the participants.
All Bulgarian tenders may submit tenders in the procedure. or foreign. 1. a tenderer who does not meet the selection criteria or does not fulfill the other condition specified in the contract notice or in the documentation;
2. a tenderer who has submitted an offer that does not meet:
a) a preliminaryo the announced conditions for fulfilling the order;
b) rules and requirements related to the protection of approx. environment, social and labor law, applicable collective agreements and / or provisions of international environmental, social and labor law, listed in Ex. No 10 of the PPL;
3. participant who has not submitted the justification under Art. 72, para. 1 of the PPA or whose offer was not accepted in accordance with Art72, para. 3-5 of the Public Procurement Act;
4. related party participants;
5. a tenderer who does not qualify for submission, including form, manner and time limit;
6. participants for which there are obstacles to participation in the PPA procedure in accordance with ZIFODRIUPDRKTLTDS; in other cases specified in the documentation for participation.

Where non-legal entities are involved, compliance with the selection criteria shall be demonstrated by the participating entity and not by any of the entities included in it, except for the relevant registration, presentation of a certificate or other condition requiredand the execution of the order, in accordance with the requirements of norm. or admin. act and according to the distribution of the participation of the persons in the performance of the activities provided for in the agreement for the establishment of the association (Article 59, paragraph 6 of the Public Procurement Act). The performance guarantee is in the amount of 4, 5% of the contract amount excluding VAT and is provided in one of the following forms:
1) cash;
2) bank. warranty;
3) insurance, whichit ensures performance by covering the contractor's responsibility.
The conditions for detention and release of the performance guarantee are specified in the contract for execution of the public procurement contract between the contracting authority and the contractor. The contractor designated as the contractor shall choose the form of the performance guarantee. When the contractor selected is a non-UPL association, each of the partnersthey may be a bank teller in it. guarantee, respectively the contributor of the guarantee amount or the holder of the insurance.
