Execution of thermal insulation works and preparation of metal surfaces for metal control on vessels and pipelines of basic and auxiliary equipment from I circuit and pipelines on heating medium

Execution of thermal insulation works and preparation of metal surfaces for metal control of vessels and pipelines of basic and auxiliary equipment of Icircuits and pipelines on the heating medium of Units 5, 6, DGS and Special Corps-3 in 2020 generally cover:

The activities subject of the contract are:

- dismantling and installation of thermal insulation and maintenance metal bracelets for vessels up to 05200 mm in diameter and pipelines up to 0800 mm in diameter for the first circuit equipment located in the sealed part of the controlled areaa 5, 6 block and special corps-3. The above activities are carried out in an environment with a direct ionizing radiation effect. Prior to the installation of the thermal insulation, it is necessary to replace the thermal insulation card under the supporting bracelets of the aluminum cladding, as well as to repair and restore the bracelets themselves,

- mechanical cleaning by angle grinders and abrasive washers of welded joints (ZS)and base metal for vessels, pipelines, fittings and pumps with quantities according to Annex No. 2 to technical specification No. 19.ЕП-2.ТЗ.357,

- restoration of anti-corrosion protection according to ZS and base metal for vessels, pipelines, fittings and pumps, with quantities according to Annex No 2 to technical specification No. 19.ЕП-2.ТЗ.357,

- replacement of sections damaged thermal insulation (sheet, wadding or both) no containers, fittings and pipelines for heating in the supervised zone of Units 5 and 6,

- delivery of glass and mineral wool, production and installation of pillows for replacement of damaged and / or unusable thermal insulation,

- delivery of aluminum sheet and construction made of sheet metal in the form of mantles for vessels up to 05200 mm in diameter, ducts and elbows for pipelines up to 0800 in diametermm and boxes for fittings up to Du 150.

The scope of work also includes auxiliary auxiliary works such as:

- systematic arrangement of the dismantled thermal insulation on polyethylene, packaging in sacks, organization of radiation measurement and marking. Measurement and marking is done by the ORC sector in EP-2,

- daily cleaning of workplaces / sites (as well as the environment orlower equipment) in the process of disassembly / installation of thermal insulation and cleaning for metal control in order to minimize the possibility of spreading of pollution, organization of radiation measurement, from the ORC sector, of unusable quantities of heatZolization of KZ-2 and its management as radioactive waste in accordance with the requirements specified in 30.PRA.00.AD.02 / * "Instruction for management of solid radioactive waste in KZ-2",

- transportation by own transport of non-radioactive waste from the place of dismantling to the waste collection point, determined by Kozloduy NPP EAD, 10 km from 5.6EB,

- transfer from and to the necessary workplacesmaterials for the construction of pipe skeletons and mobile platforms,

- dismantling, repairing, repairing or replacing the supporting bracelets for the aluminum plating of the high-energy pipelines (steam and feedwater of GHG) in the hermetic volume, accompanied by the installation or replacement of the thermal insulation pad (cardboard ) between the bracelets and the pipeline.

The quantities of thermal insulation work are indicated in exannex № 1 "Quantitative account for thermal insulation activities in 2020 in EP-2" to specification № 19.ЕП-2.ТЗ.357.

Quantities work on mechanical cleaning of welded joints (SC) and base metal on vessels, pipelines, fittings and pumps are specified in Annex 2 "Cleaning of metal surfaces by vessels, pipelines and equipment for non-destructive testing of mequipment standards in the controlled area of Unit 5, 6 in APR 2020 "to Technical Assignment No. 19. EP-2.TZ.357.

The applicant must be entered in the Central Professional Register of Builders (CPRS) for Group I construction work, Category III, and for non-residents - in similar registers according to the law of the Member State in which it is established.2 of the Public Procurement Act the requirement is evidenced by presentation of a certified copy of a valid certificate for entry in the CPD (together with the coupon an integral part of it). If the designated contractor is a foreign participant, he must submit a document proving that he has the right to perform the assigned activity in the Republic of BULGARIA, including that he has completed the relevant registration under the Law on the Chamber

No requirements

1. The received applications will be opened on November 20, 2019 from 9:00 am at a public meeting at the Trade Department of Kozloduy NPP EAD, which may be attended by the candidates or their authorized representatives, as well as the mass media .

2. Specific national grounds for removal:

- convictions for crimes under Art. 194-208, Art. 213a-217, Art. 219-252 and Art. 254a-255a and Art. 256-260 of the Criminal Code (Article 54, Paragraph 1, Item 1 of the Public Procurement Law),

- violations under Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. 3 of the Labor Code (Art. 54, Para. 1, Item 6 of the Public Procurement Act),

- violations under Art. 13, para. 1 of ZTMTM in force from 23.5.2018 (Art. 54, Para. 1, item 6 of the Public Procurement Law),

- presence of connectivity within the meaning of par. 2, item 45 of the PD of the PPA between candidates / participants inspecific procedure (Art. 107, item 4 of the Public Procurement Act),

- presence of a circumstance under Art. 3, item 8 of the Law on Economic and Financial Relations with the companies, registered in jurisdictions with preferential tax regime, the persons controlled by them and their real owners,

- circumstances under Art. 69 of the Anti-Corruption and Confiscation of Illegal Acquisition Act.

3. Nrthe applicant invites tenderers to extend the period of validity of tenders when it has not expired. When the deadline has expired, the contracting authority invites the tenderers to confirm the validity of their tenders for a new term set by him. A participant who does not extend or confirm the validity of his offer shall be removed from participation.

4. The Contracting Authority invites the participants ranked first and second to extendthe period of validity of the offer when it has not expired. When the deadline has expired, the contracting authority invites the tenderers to confirm the validity of their tender for a new term set by him. Failure to renew or confirm the period of validity of the offer will be considered as refusal to conclude a contract.

5. Continued from item II.1.1): on Units 5, 6, DGS and Special Corps-3 in 2020

6. Continued from p. II.2.14): Thermal insulation work during the PGR of Units 5 and 6 in the sealed volume and the controlled area in accordance with Annex 1 and the mechanical cleaning of welded joints (3C) and base metal in vessels, pipelines and fittings with quantities in accordance with Annex No 2 to TK № 19.ЕП-2.ТЗ.357 have a deadline of 20 calendar days for each block. For Unit # 5, Annual Planned Repairs (PGR)started approximately 17.4.2020, and for block 6 - about 18.9.2020. Changes in the start dates are allowed.

Thermal insulation works outside the time of PGR-2020, covering activities in the CC (ionizing radiation environment) and beyond CAs (according to Annex 1 to the Commercial Code No. 19.ЕП-2.ТЗ.357) shall be carried out during the inter-repair periods (outside the time of PGR of Units 5 and 6) during the whole period of validity ofdisclaimer.

7. Bodies from which participants may obtain the necessary information on the applicable rules and requirements in force in the Republic of BULGARIA in connection with the declaration under Art. 39, para. 3, Vol. 1, b. The "e" of the PPPOP are:

7.3. Concerning obligations related to protection of employment and working conditions: Ministry of Labor and Social Policy

8. Guarantee terms for the performed works cannot be less than the minimum ones according to Ordinance No 2 / 31.7.2003 and item 5.7.3 of the terms of reference.

Continuation from Section II.1.4): dismantling of damaged sheet bracelets, repair and re-assembly, as well as making new ones and assembly in places with missing ones; cleaning of premises and work area; skeletal assembly and dismantling; restoration of corrosion protection of pipelines and equipment by epoxy primer and painting with epoxy enamelvarnish.
